Setting the Record Straight
In early September, ISRO put an end to swirling rumours by stating categorically that the agency will not be privatised. Officials called reports suggesting a move to sell off or diminish the space agency's role "baseless and incorrect". The clarification
came after several employee associations sought clarity on the future direction of the organisation, concerned by discussions about transferring manufacturing and operational work to private companies. ISRO Chairman V Narayanan addressed the "genuine concerns" of employees, assuring them that ISRO will remain a government organisation working with government investment. The official statement emphasised that ISRO will continue to be India's main institution for advanced space research, strategic national missions, and pioneering technology development.
So, Why the Privatisation Talk?
The confusion stems from a major, deliberate shift in India's space policy. Since 2020, the government has been actively encouraging private sector participation in the space industry, a move formalised by the Indian Space Policy 2023. The goal is to grow India's share of the global space economy from its current 2% to a much larger slice, with projections aiming for a $40-45 billion domestic space economy in the next decade. This strategy involves allowing private companies to take over routine and mature processes, like manufacturing satellites and launch vehicles. Statements from officials about industry taking over rocket production and launch operations fuelled the narrative that ISRO itself was being privatised, prompting the agency to issue its clarification.
A New Model, Not a Sale
The government’s model is not privatisation but a strategic division of labour. Two key bodies were created to manage this new ecosystem: IN-SPACe and NewSpace India Limited (NSIL). IN-SPACe (Indian National Space Promotion and Authorisation Centre) acts as a facilitator and regulator. It's the single window for private companies to get authorisation for space activities, access ISRO facilities, and ensure they comply with national security and international laws. NSIL, on the other hand, is the commercial arm. Established in 2019, its job is to commercialise ISRO's proven technologies, manage satellite-based services, and procure launch services from both ISRO and private players. In short, IN-SPACe is the gateway for private players, while NSIL helps monetise what ISRO has already built.
ISRO's Evolving Mission
This new structure is designed to free ISRO from routine production and allow its scientists to focus on what they do best: pushing the frontiers of space exploration. Instead of manufacturing every Polar Satellite Launch Vehicle (PSLV)—a task that can be handled by industry—ISRO will concentrate on advanced research, deep-space missions, human spaceflight (Gaganyaan), and developing next-generation technologies. Future goals include establishing the Bharatiya Antariksh Station by 2035 and sending an Indian astronaut to the Moon by 2040. The private sector will handle the scaling up of mature systems. ISRO Chairman V Narayanan noted that even now, around 80% of the agency's budget is invested in work done by about 450 private industries. The new policy simply formalises and expands this long-standing partnership.
An Expanding Universe for Indian Space
Ultimately, the government's policy is aimed at creating a larger, more dynamic Indian space ecosystem, not a smaller ISRO. By bringing in the agility and capital of the private sector, the country hopes to significantly increase its launch frequency, with a target of 50 launches per year. This approach mirrors a global trend where national space agencies like NASA collaborate closely with private companies such as SpaceX to handle routine tasks like launching astronauts and cargo, allowing the agency to focus on more ambitious projects like missions to Mars. The goal is capability multiplication, ensuring that as private players step up, ISRO steps further into the future of space exploration.
