A Major Shift in Resignation Policy
In a significant policy shift, India's Department of Space (DoS) has tightened the rules for resignations and voluntary retirements within the Indian Space Research Organisation (ISRO). According to an internal memorandum dated July 14, 2026, exit requests
from scientific and technical personnel working on “mission-critical” national projects will no longer be approved routinely at the local level. Instead, these applications must now be forwarded to the central Department of Space for a final decision. This move centralises control, reversing a 2020 policy that had empowered the directors of individual ISRO centres to approve such exits. The new directive makes it significantly harder for key employees to leave their posts quickly, creating a new administrative hurdle in the resignation process for those with specialised and hard-to-replace skills.
The Race to Stem a Talent Exodus
The government's intervention comes in direct response to what has been described as a surge in resignations from ISRO. Recent reports indicate that more than 100 scientists, many with deep institutional knowledge, have left the organisation over the last year. This exodus is seen as a direct threat to the timelines and success of some of India’s most ambitious strategic programmes, including the Gaganyaan human spaceflight mission, future lunar explorations, and the development of an Indian space station. Officials have warned that the loss of this expertise is beginning to impact the implementation of these nationally important projects. The primary driver behind the departures is believed to be India’s burgeoning private space industry. Since the sector was opened to private participation in 2020, over 400 startups have emerged, offering experienced scientists more lucrative salaries, leadership roles, stock options, and a more agile work environment than a government organisation can typically provide.
The Employee's Dilemma
From an employee's perspective, such policies can feel like a form of “golden handcuffs.” While an employer cannot legally force a person to work indefinitely, delaying the acceptance of a resignation can create significant career obstacles. For a scientist with a competing offer, a prolonged exit process can lead to the new opportunity being withdrawn. This dilemma is not unique to ISRO. Across India, particularly in the IT sector, long notice periods of up to 90 days are common practice. Companies argue they are necessary for knowledge transfer and finding a suitable replacement. However, many employees view them as a retention tool designed to discourage them from accepting new jobs. The result is often a disengaged employee serving out their notice period, which can negatively impact team morale and productivity. This creates a tense waiting game where the employee feels trapped and the employer risks retaining a demotivated team member.
A Balancing Act for National Interest
The government's rationale for the new ISRO policy is grounded in the argument of public and national interest. The specialised skills possessed by scientists working on projects like Gaganyaan are built over decades and are not easily replaced. A sudden exit can jeopardise missions that have been years in the making and involve immense public investment. Legally, while a private citizen has the right to resign, government authorities can exercise administrative scrutiny to delay departures from sensitive assignments if an immediate release is deemed detrimental to national projects. The DoS directive is a formalisation of this principle, ensuring that the potential impact of every critical resignation is assessed at the highest level before being approved. The aim is to protect institutional knowledge and ensure continuity on missions that define the country's technological and strategic future.
The Risk of Unintended Consequences
While the new rules are designed to ensure stability, they also carry significant risks. Imposing strict barriers to exit could harm morale among the remaining workforce, fostering a sense of being undervalued or controlled. In the long term, it could make ISRO a less attractive destination for new talent, who may be wary of joining an organisation that is perceived as difficult to leave. Rather than preventing attrition, such policies could inadvertently encourage a different kind of departure: 'quiet quitting,' where employees become disengaged and do the bare minimum while waiting for an opportunity to exit. Experts suggest that administrative restrictions alone are not a sustainable solution for talent retention. Addressing the root causes of departures—such as compensation, career growth opportunities, and workplace culture—is often more effective at keeping mission-critical teams intact and motivated.
