A New Space Age for India
India's space sector is undergoing its most significant transformation in decades. The reforms, initiated in 2020 and formalised by the Indian Space Policy 2023, are designed to create a vibrant, competitive space ecosystem. The central idea is to open
the doors for Non-Governmental Entities (NGEs), including startups and established private companies, to participate in end-to-end space activities. This means they can now build and launch their own rockets and satellites, and offer space-based services. To manage this new landscape, the government created two new bodies: IN-SPACe (Indian National Space Promotion and Authorisation Centre), which acts as a single-window agency to promote and authorise private space projects, and NewSpace India Limited (NSIL), ISRO's commercial arm, tasked with transferring mature technologies to industry.
Why the Concern About ISRO's Role?
The push for private participation recently sparked concern among ISRO employee associations. Their worries were amplified after comments from IN-SPACe Chairman Pawan Goenka suggested that, eventually, ISRO would no longer manufacture launch vehicles, with this work shifting entirely to the private sector or Public Sector Undertakings (PSUs). This led to fears that ISRO, the architect of India's space dreams, could be reduced to a mere research lab, losing its operational capabilities and potentially facing privatisation. The associations sought official clarification on how far this transition would go and what it meant for the agency's core functions and personnel.
ISRO's Rebuttal: Not Shrinking, But Evolving
In response, both ISRO and government officials have stated unequivocally that the agency's role is not diminishing. ISRO issued a clarification calling speculation about its privatisation or shrinking importance "completely baseless and incorrect". The organisation stressed that the reforms are about expanding the entire Indian space ecosystem, not sidelining its primary agency. The new strategy allows ISRO to hand off routine manufacturing of proven systems, like the PSLV rocket, to industry partners. This frees up ISRO's scientific and technical talent to concentrate on more advanced and strategic areas.
A New Focus on the Final Frontier
Instead of building rockets that industry can now produce, ISRO is shifting its focus to where its deep expertise is needed most. This includes frontier research and development, deep-space exploration like future lunar and planetary missions, the Gaganyaan human spaceflight programme, and developing next-generation launch vehicles. Strategic national capabilities, such as missions critical for security, will also remain firmly under ISRO's purview. In essence, ISRO is moving from being the sole player that does everything to becoming the leader of a national space ecosystem—a mentor and technology enabler for private firms while it charts India's course into more complex and ambitious territories.
A Bigger Pie for Everyone
The government's goal is ambitious: to increase India's share of the global space economy from the current 2-3% to over 10%. Officials argue this is impossible for one organisation to achieve alone. By fostering a robust private sector—which has already grown from a handful of startups in 2020 to over 400 today—India hopes to accelerate its launch cadence, innovate faster, and capture a larger slice of the multi-billion dollar global market. This collaborative model, with ISRO as the bedrock of research and private industry driving commercial scale, is seen as the key to making India a true global space power. It's not about ISRO versus private industry, but a partnership to build a larger, more dynamic Indian space programme.
