Recent reports in July 2026 indicate a significant talent retention challenge within the Indian Space Research Organisation (ISRO). According to multiple sources, between 100 and 120 scientists and engineers have resigned or taken voluntary retirement
in recent months. This exodus has occurred at key facilities like the U R Rao Satellite Centre in Bengaluru and the Vikram Sarabhai Space Centre in Thiruvananthapuram, which are central to India's most prestigious space programmes. The departures come at a crucial juncture for ISRO, as it advances preparations for Gaganyaan, the nation's inaugural human spaceflight mission. The timing has sparked serious concerns that the loss of highly experienced personnel could adversely affect the implementation of projects of national importance.
Decoding the New 'Exit Controls'
In response, the Department of Space (DoS) issued an internal memorandum on July 14, 2026, introducing stricter rules for resignations and voluntary retirements. These new 'exit controls' are not a blanket ban, but a significant tightening of the approval process. The new directive instructs that requests for exit from Group 'A' scientific and technical personnel involved in Gaganyaan and other key missions should no longer be accepted routinely. This move reverses a 2020 order that had decentralized this authority, empowering ISRO centre directors to approve such requests. Under the new policy, all such applications, along with recommendations from the centre director, must now be forwarded to the Department of Space itself for a final decision, effectively centralizing control to ensure mission continuity is the top priority.
The Gaganyaan Imperative
