The Scale of the Stoppage
Recent data presented to Parliament paints a stark picture of the delays plaguing India's highway expansion. Out of 1,191 active National Highway (NH) projects, a staggering 629 have missed their original completion dates. This means over 52% of the highways
currently under construction are not progressing as planned. The delays are widespread, affecting states across the country. Maharashtra leads with 60 out of 118 projects behind schedule, followed by Karnataka with 47 delayed projects, and Uttar Pradesh with 44. In some smaller states, the problem is even more acute, with Kerala reporting 15 out of 16 projects delayed and Nagaland seeing 16 of its 19 projects miss their deadlines. While many projects face minor delays, some are significantly overdue. Government figures have highlighted that 85 projects are running more than three years behind their intended completion time.
Decoding the Delays: A Multi-headed Problem
The reasons behind these extensive delays are complex and deeply rooted in procedural and executional challenges. The single biggest hurdle, consistently cited in parliamentary reports, is land acquisition. Protracted negotiations with landowners, inaccuracies in land records, and legal disputes over compensation are responsible for a significant portion of stalled projects. Following closely are delays in securing statutory and regulatory approvals, particularly environmental and forest clearances for projects passing through ecologically sensitive areas. Another major factor is contractor-related issues. These range from poor performance and quality failures to financial difficulties, where contractors face a credit crunch or a rise in input costs for materials like steel and bitumen. In recent years, the government has penalised or blacklisted over 100 contractors for subpar work and execution gaps. Finally, poor preparation of Detailed Project Reports (DPRs) has been flagged as a cause for delay, especially in complex projects like tunnels, where inadequate initial investigation leads to problems during construction.
The Economic Ripple Effect
Delayed highway projects are more than just an inconvenience for travellers; they have significant economic consequences. The most immediate impact is cost overrun. Data from the Ministry of Statistics and Programme Implementation shows that across all infrastructure sectors, delayed projects lead to massive budget escalations, with cumulative overruns reaching into lakhs of crores. For the Bharatmala Pariyojana, one of the government's flagship highway programs, the estimated cost has already seen a substantial increase due to delays and rising input costs. These delays also stall economic benefits. New highways are intended to reduce logistics costs, improve freight efficiency, and boost commerce. When a crucial bypass or expressway is delayed, these benefits are not realised, and congestion on existing routes continues to hamper economic activity. The slowdown in highway construction also affects the broader construction industry, as developers' order books shrink, potentially leading to subdued growth and increased competition for fewer projects.
The Government's Push for Course Correction
Recognising the severity of the issue, the government has initiated several measures to get projects back on track. A key strategy is the digitisation of processes. The 'Bhoomi Rashi' portal has been implemented to streamline and expedite land acquisition and compensation payments. Similarly, the 'Parivesh' portal is designed to fast-track environmental and forest clearances. To tackle execution issues, the government is conducting regular review meetings with state governments and other stakeholders to resolve bottlenecks. There is also a stricter stance on accountability, with underperforming contractors being penalised. For enhanced monitoring, advanced systems are being deployed. The government is using AI-based tools to identify accident-prone corridors and is rolling out Advanced Traffic Management Systems (ATMS) across major highways to improve safety and manage traffic flow more effectively. These initiatives aim to untangle the complex web of issues that have slowed down one of India's most critical infrastructure drives.
