The Challenge of Success
India's space programme is at a triumphant yet tricky crossroads. While ISRO celebrates historic missions like Chandrayaan and prepares for the landmark Gaganyaan human spaceflight, it confronts a significant internal challenge: a growing exodus of its
top scientific talent. Recent reports indicate that over 100 scientists and engineers have resigned or taken voluntary retirement in the last year alone, with many of them being senior personnel integral to these flagship national projects. This trend is not just a human resources issue; it poses a strategic risk to the continuity and timeline of missions that are vital to India's technological and geopolitical ambitions. The departures threaten the loss of invaluable institutional knowledge, the kind built over years of hands-on experience that cannot be easily replaced by new recruitment.
The Allure of the Private Sector
The primary driver behind this migration is a phenomenon that the government itself set in motion. The opening of India's space sector to private participation in 2020, solidified by the Indian Space Policy 2023, has catalysed a booming ecosystem of over 400 space-tech startups. These agile and well-funded private companies are actively recruiting experienced ISRO talent, offering what the government structure often cannot: significantly higher salaries, stock options, flatter hierarchies, and faster career progression. For many scientists, this presents a compelling alternative to the bureaucratic hurdles and pay constraints of a government job. However, many experts view this not as a traditional 'brain drain' to foreign countries, but as 'brain circulation' within India, where seasoned experts are now building and strengthening the nation's domestic commercial space industry.
The Old Way: A Decentralised Policy
In a bid to be more administratively agile, the Department of Space (DoS) had previously delegated authority for managing exits. A policy enacted in November 2020 empowered the directors of individual ISRO centres and unit heads to approve resignations and voluntary retirement requests for scientific and technical staff up to a senior level. This decentralised system allowed for routine processing at the local centre level, treating departures as a normal part of organisational churn. The aim was to streamline processes and reduce bureaucratic delays within the sprawling organisation. However, the recent spate of high-profile exits from critical projects has exposed the risks of this hands-off approach, prompting an urgent re-evaluation from the highest levels of government.
The New Mandate: Centralising Control
In a significant reversal, the Department of Space issued a new memorandum on July 14, 2026, effectively tightening the exit procedures. The new directive states that resignation and retirement requests from personnel involved in nationally important projects, particularly the Gaganyaan mission, will no longer be approved routinely by their centre directors. Instead, all such applications must now be forwarded to the Department of Space in New Delhi for a final decision. This move centralises control, taking the final say away from the local ISRO centre level and placing it with the overarching government department. The stated purpose is to prevent sudden departures from disrupting the progress of time-sensitive and strategically vital missions, ensuring that mission-critical knowledge is retained until key project milestones are achieved.
A Strategic Crossroads for Indian Space
While this policy shift acts as an emergency brake to protect flagship programmes, it addresses the symptom rather than the cause of the talent attrition. The long-term challenge for ISRO is to remain an attractive employer in a competitive landscape it helped create. Simply blocking exits may secure short-term stability but could impact morale. Experts suggest that for ISRO to thrive, it needs structural reforms that go beyond temporary fixes. This includes exploring more competitive pay structures, creating faster and more transparent career progression paths, and potentially adopting a more flexible employment model that combines a core permanent staff with project-based contractors, similar to other international space agencies. The goal is to create a balanced ecosystem where a strong, innovative ISRO and a vibrant private sector can coexist and complement each other.
