India's digital transformation is nothing short of breathtaking. The nation has emerged as the world's fifth-most digitalised economy, with its digital sector contributing an estimated 12-14% to the GDP. This boom is powered by over a billion internet
users and a world-leading digital payments infrastructure in the Unified Payments Interface (UPI), which handles billions of transactions monthly. Initiatives like the India Stack and Aadhaar have fundamentally changed how citizens interact with services, while the country has also become the world's second-largest manufacturer of mobile phones. This digital-first approach has accelerated innovation and created a thriving startup ecosystem, positioning India as a key player in the global AI race with the world's second-largest AI talent pool. This success story, however, creates an unprecedentedly large and attractive target for malicious actors.
From Security to Resilience
For years, the focus has been on 'cybersecurity'—building walls to keep attackers out. However, the conversation is now shifting towards a more robust and realistic concept: 'cyber resilience'. According to the National Institute of Standards and Technology (NIST), cyber resilience is the ability to anticipate, withstand, recover from, and adapt to cyberattacks or compromises. The key difference is the assumption that attacks will, at some point, succeed. While cybersecurity focuses on prevention, cyber resilience is about ensuring that essential systems can continue to function during an attack and can bounce back quickly afterward. Think of it as the difference between building an impenetrable fortress and designing a city that can absorb a shock, manage the crisis, and rebuild swiftly without collapsing. This mindset shift from prevention to preparedness is at the heart of the call for a national strategy.
An Escalating Threat Landscape
The urgency is underscored by the sheer volume and sophistication of threats facing India. According to the World Economic Forum, cybersecurity is the number one risk facing the nation in 2026. Recent reports paint a grim picture, with India experiencing hundreds of malware detections every minute and a significant rise in strategic, state-sponsored cyber operations targeting critical infrastructure and supply chains. In 2025 alone, the Indian Computer Emergency Response Team (CERT-In) handled over 2.9 million cyber incidents. These are not random attacks; they are increasingly targeted operations aimed at espionage, data theft, and disrupting essential services like banking, power grids, and healthcare. This new reality means that a passive defence is no longer sufficient to protect the digital backbone of the country's economy and governance.
The Pillars of a Resilient Nation
Building national cyber resilience is a complex task that goes beyond the responsibilities of a single agency. Experts argue it requires a whole-of-nation approach. A cornerstone of this strategy is a robust public-private partnership, where government bodies like CERT-In work hand-in-glove with private sector cybersecurity firms to share intelligence and coordinate responses. Another critical pillar is talent development. With a projected need for hundreds of thousands of AI and cybersecurity professionals, investing in skilling programs is essential for creating a homegrown line of digital defence. Furthermore, a strong legal and regulatory framework that encourages proactive security measures, like the CERT-In directive mandating quick incident reporting, is vital. Finally, fostering widespread public awareness can turn the population from a potential vulnerability into a vigilant first line of defence against common threats like phishing and fraud.
