The Source of the Speculation
The conversation around ISRO's role began accelerating after the government introduced the Indian Space Policy in 2023. This new policy framework was designed to open the doors for Non-Governmental Entities (NGEs)—essentially, private companies and startups—to
participate in end-to-end space activities. This includes everything from building satellites and launch vehicles to providing space-based services. The policy created new institutional bodies like the Indian National Space Promotion and Authorisation Centre (IN-SPACe) to act as a single-window agency to facilitate and regulate this private participation. This shift led to reports and concerns, including from ISRO employee associations, that the national agency might be privatised or have its functions significantly reduced.
ISRO's Core Mission: Evolution, Not Reduction
In response, ISRO and government officials have stated unequivocally that the agency will not be privatised. The clarification emphasizes that ISRO's importance is not diminishing; rather, its role is evolving. Instead of handling routine manufacturing and operational tasks, ISRO will now focus its formidable expertise on more advanced and strategic areas. This includes frontier research and development, deep-space exploration missions, human spaceflight programs like Gaganyaan, developing next-generation launch technologies, and building the Bharatiya Antariksh Station by 2035. The goal is to transition ISRO from being the sole manufacturer and operator to becoming the primary driver of research and innovation, pushing the boundaries of India’s space capabilities.
Where Private Companies Fit In
The new policy carves out a distinct and complementary role for the private sector. Private firms are expected to take over the manufacturing of mature technologies, like the workhorse Polar Satellite Launch Vehicle (PSLV), and handle routine satellite production and launches. This division of labour is meant to scale up India's capacity significantly. For example, ISRO Chairman S. Somanath has noted that while India has immense capability, its share of the global space economy is only about 2%. By allowing private industry to manage production, India aims to increase its launch frequency and satellite output, targeting a much larger share of the global market. IN-SPACe facilitates this by giving private players access to ISRO's facilities and expertise, helping them grow.
A Collaborative Ecosystem
The new model is best understood as an expansion of the entire space ecosystem, not a replacement of one player with another. ISRO remains the bedrock, providing the foundational research, pioneering new technologies, and undertaking missions of national strategic importance that are too complex or risky for the private sector to initiate. Meanwhile, NewSpace India Limited (NSIL), ISRO's commercial arm, will focus on commercialising these publicly funded technologies. The private sector, energised by over 400 startups that have emerged since the reforms began, brings commercial agility and industrial scale. This collaborative approach—where ISRO pioneers, NSIL commercialises, and private industry manufactures and scales—is designed to make India a more competitive global space power.
