A handful of large technology companies are setting the global agenda for AI. Their immense capital allows them to build the massive data centres and secure the talent required for cutting-edge development, creating a market where smaller players struggle to compete. These firms are not just building technology; they are building influence. Through strategic partnerships, such as Microsoft's with OpenAI, and by funding academic research, they shape the very discourse around AI. Their internal ethics boards and principles are often presented as a form of self-regulation, but they also serve to steer official rule-making in a direction that favours their business models, prioritising lightweight rules over measures that might protect public interest and fundamental rights. This concentration of power means that corporate priorities—market share, profitability, and ecosystem lock-in—are becoming the default priorities for AI's future.
The Patchwork of Regulation
While corporations move at lightning speed, governments are struggling to keep pace, creating a regulatory landscape that is inconsistent and often reactive. The US federal government, for example, is falling behind the private sector in AI adoption and expertise, creating a gap that threatens its ability to govern effectively. Use of AI is heavily concentrated in certain departments like Defense, while many other agencies lag. This unevenness is mirrored in the regulatory approach, with a diverging patchwork of state-level laws in places like California and Colorado emerging in the absence of a comprehensive federal framework. Meanwhile, the European Union has moved forward with its landmark AI Act, which takes a more structured, risk-based approach. This global divergence means that where you live and which institutions govern you will increasingly determine how AI impacts your life.
Public Institutions: The Unsteady Counterweight
Public institutions like universities and government agencies should, in theory, act as a counterweight to corporate dominance and provide a public-interest-driven path for AI. However, their role is complicated.
