What Exactly Has Changed?
The Ministry of External Affairs has introduced two major updates affecting all Indian passport applicants. The first is a significant revision of the fee structure, which came into effect on July 1, 2026. This is the first major fee hike in over a decade
and applies to fresh applications, reissues, and Tatkaal services. The second key change involves the document submission process, with a stronger push towards digital verification using DigiLocker for applicants who use Aadhaar as proof. These changes are part of a broader effort to modernize passport services, enhance security, and cover rising operational costs.
The New Fee Structure Explained
Effective July 1, 2026, passport fees have increased across the board. For adults, renewing or applying for a fresh 36-page passport under normal processing now costs ₹2,500, up from the previous ₹1,500. A 60-page booklet now costs ₹3,500, increased from ₹2,000.
The Tatkaal (expedited) service has also become more expensive. A 36-page passport under the Tatkaal scheme now costs ₹5,000, while a 60-page booklet costs ₹6,000. Fees for minors (below 18) have also been revised. A normal application for a minor's passport now costs ₹1,750. There is a 10% concession on the normal fee for fresh applications (not reissues) for senior citizens over 60 and children up to 8 years of age.
The Updated Document Checklist
While the core documents—proof of address, proof of date of birth, and your old passport—remain essential, the method of verification has been updated. The government is strongly encouraging the use of DigiLocker, a secure cloud-based platform for storing and sharing documents. If you use your Aadhaar card for proof of address or birth date, it is now mandatory in some jurisdictions to upload it via DigiLocker when applying online. This digital integration aims to reduce paperwork and speed up verification at the Passport Seva Kendra (PSK). Applicants who use DigiLocker may not need to carry the original documents that have been uploaded. However, it is always wise to carry originals to the appointment to avoid any last-minute issues, as some officials may still request them.
A Step-by-Step Guide to Renewal
The renewal process remains primarily online through the Passport Seva portal. First, register or log in to the official website (passportindia.gov.in). Fill out the application form, where you will encounter the option to use DigiLocker to fetch your Aadhaar data. After filling in the details, you must pay the new, revised fee online to book an appointment at your nearest PSK. On the day of your appointment, carry your old passport, a printed copy of the application receipt, and original copies of all supporting documents (unless you have confidently verified the DigiLocker-only process for your PSK). At the PSK, your biometrics will be taken, and your documents will be verified by officials before your application is sent for police verification.
Why These Changes Were Made
The fee hike is intended to help the Ministry of External Affairs cover the rising costs of modernising the entire passport ecosystem. This includes incorporating more advanced security features into passport booklets to prevent fraud, upgrading the technology at PSKs, and sustaining the expanded network of service centres across the country. The push for DigiLocker integration is aimed at creating a more efficient, paperless system. It streamlines the verification process, reduces the burden on applicants to carry multiple original documents, and enhances the security of personal data, ultimately leading to faster processing times.
