A New Chapter in Green Energy
The Union Cabinet has officially approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), a landmark initiative dedicated to the development of floating solar power projects. With a substantial outlay of Rs 5,070 crore, the scheme sets a bold target:
to install 5,000 megawatts (MW) of Floating Solar Photovoltaic (FSPV) capacity across the country. The projects are slated to be sanctioned between the financial years 2026-27 and 2030-31, marking a significant, multi-year commitment to expanding India's clean energy portfolio. This move is designed to leverage an often-overlooked asset—the surface of inland water bodies—to help achieve the nation's ambitious climate goals.
What Exactly is a Floating Solar Farm?
Think of a traditional solar farm, but instead of being mounted on land, the panels are fixed onto buoyant structures that float on the surface of reservoirs, lakes, and industrial ponds. This innovative approach, known as floating solar, offers several key advantages. Most importantly, it solves the problem of land scarcity. In a densely populated country, finding vast, non-agricultural tracts for ground-mounted solar parks can be challenging. By using water surfaces, FSPV projects eliminate the competition for valuable land resources. Furthermore, the water body provides a natural cooling effect for the solar panels, which can slightly increase their efficiency and energy generation. The PM-SSY aims to dramatically scale up this technology from India's current capacity of around 700 MW to a massive 5,000 MW, a nearly seven-fold increase.
The Financial Blueprint
The Rs 5,070 crore investment is structured to encourage widespread adoption and de-risk development for project implementers. The core of the financial support is a Central Financial Assistance (CFA) of Rs 1 crore per MW, which will be provided for eligible projects after they are successfully commissioned. Recognizing the complexities of building on water, the scheme also provides additional assistance. An amount of up to Rs 50 lakh per project is available to conduct essential groundwork, including feasibility studies, environmental impact assessments, and hydrography surveys that map the water body's depth and floor. This upfront support is crucial for ensuring that projects are planned responsibly and sustainably from the very beginning.
More Than Panels: The Storage Solution
A critical and forward-looking component of the PM-SSY is the integration of Energy Storage Systems (ESS). Each floating solar project under the scheme will be co-located with a battery storage system capable of holding at least two hours of power. This means the scheme will create a total of 10,000 megawatt-hours (MWh) of storage capacity. This is a game-changer for grid stability. One of the main challenges of solar power is its intermittency—it only generates electricity when the sun is shining. By storing excess energy in batteries, this scheme ensures that clean power can be supplied to the grid even during peak evening hours or on cloudy days, making the renewable energy supply more reliable and consistent.
National Vision, Local Impact
The Pradhan Mantri Surya Sarovar Yojana aligns directly with India's goal of achieving 500 gigawatts (GW) of non-fossil fuel electricity capacity by 2030. The environmental benefits are substantial, with estimates suggesting the scheme could help reduce carbon emissions by around 10 million tonnes annually. Beyond the green credentials, the initiative is expected to be a significant driver of economic activity. It is projected to create approximately 16,000 to 17,000 full-time equivalent jobs across the value chain, from manufacturing and engineering to installation and maintenance. Furthermore, the scheme is intended to boost domestic manufacturing of key components like floatation systems and energy storage solutions, reinforcing the 'Aatmanirbhar Bharat' vision.
