Mayor Zohran Kwame Mamdani and Schools Chancellor Kamar H. Samuels have announced a one-year moratorium on student-facing generative AI for children in grades 2-K through eighth grade. This policy, effective for the 2026-2027 school year, impacts nearly
600,000 students, or about two-thirds of the public school system's enrollment. The ban covers all software using student-facing generative AI, and companion chatbots are prohibited across all grades. The move is part of a broader technology overhaul that also includes new limits on screen time. For high school students, the approach is different: limited and supervised AI pilots will be run in a small number of classrooms, and students will receive AI critical thinking modules twice a year.
The Argument for Restriction
Proponents of the moratorium argue that it prioritizes student safety and fundamental learning. Mayor Mamdani stated that children need human connection, relationships with educators, and the space to "wrestle with tough problems on their own." The administration rejects the idea pushed by some in the tech industry that AI in early education is inevitable or necessary. There are significant concerns among parents and educators about equity, the potential for AI to undermine critical thinking, and what some researchers call "cognitive surrender," where students abdicate their own reasoning to software. The policy is seen as a necessary pause to evaluate the efficacy and safety of these rapidly evolving tools before they become deeply embedded in classrooms. This reflects a growing sentiment from grassroots parent and teacher groups who have been calling for stricter guardrails.
The Case for AI in Schools
While the city is hitting pause, the debate over AI's role is far from over. Critics of an outright ban worry that it could leave students unprepared for a world where AI is a ubiquitous tool. Before the current policy was announced, the United Federation of Teachers (UFT) President Michael Mulgrew expressed skepticism about how a ban could even be enforced, noting that students are using AI anyway as it's embedded in many platforms. The argument for responsible AI integration suggests that these tools, when used correctly, can enhance learning, expand access for students with disabilities, and help prepare students for future careers. The previous city policy, which was reversed, had allowed for AI to be used for research and creative projects, reflecting a different philosophy of cautious adoption rather than broad restriction.
A Split Approach for Teachers
The new rules draw a clear line for educators as well. Teachers are permitted to use AI for administrative and planning tasks, such as preparing lessons or writing messages to parents. However, they are explicitly forbidden from using AI to grade student assignments, make decisions about promotion, or counsel students who are in crisis. This dual approach aims to leverage AI's potential for efficiency in teacher workload without compromising the human element in assessment and student support. The United Federation of Teachers (UFT) expressed support for the screen time limits but noted the AI policy "leaves many questions unanswered," particularly regarding how the Department of Education will enforce safeguards on the technology products it purchases.
What Happens Next
The moratorium is not permanent but a one-year pause to study the effects of the technology. During the 2026-27 school year, a newly formed Technology in Schools Coalition will convene. This group, comprising students, educators, parents, union partners, and other experts, will assess the impact of the ban and the limited high school pilots. At the end of the school year, the coalition will publish a report with recommendations for future policies. This effectively turns the nation's largest school district into a large-scale, real-world experiment, the results of which will be closely watched by districts across the country as they grapple with the same complex questions about technology's place in the classroom.
