The Heart of the Concern
The conversation began heating up after the introduction of the Indian Space Policy in 2023. This policy, along with the creation of the regulatory body IN-SPACe, officially opened the doors for private companies—or Non-Government Entities (NGEs)—to participate
in end-to-end space activities. This includes everything from building satellites and rockets to launching them. Concerns among ISRO employee associations grew when IN-SPACe chairman Pawan Goenka remarked that, eventually, ISRO would not manufacture launch vehicles, with that work shifting to the private sector. This sparked fears that the nation's premier space agency was being sidelined, potentially reduced to a mere research lab while its core operational duties were handed over.
ISRO's Strong Rebuttal
Both ISRO and government officials have moved swiftly to counter this narrative. In early September 2026, both ISRO and IN-SPACe's chairman released statements calling the claims of a diminished role and privatisation "completely baseless and incorrect". They clarified that the goal is not to shrink ISRO but to expand the entire Indian space ecosystem. ISRO Chairman V. Narayanan assured staff that the agency will not be privatised. The official stance is that this transition is about creating an "ISRO-led national space ecosystem," not a withdrawal. Transferring mature technologies to industry is positioned as a way to scale up production and commercialise services, which allows ISRO to focus its resources elsewhere.
A New Division of Labour
The new framework establishes a clear, if evolving, division of responsibilities. ISRO's role is shifting from doing everything to leading and enabling. The private sector, which has grown from a handful of startups to over 450, is expected to take over routine, mature operations like manufacturing the workhorse PSLV rocket and standard satellites. This is seen as essential to meet India's ambitious goal of increasing its share of the global space economy from about 2% to a much larger figure. Bodies like IN-SPACe act as facilitators and regulators for private players, while NewSpace India Limited (NSIL) serves as the commercial arm to market these technologies. This frees up ISRO's scientists and engineers from repetitive production tasks.
Focusing on the Final Frontier
So, if private companies are building the rockets, what will ISRO do? The answer is: the hard stuff. The agency's new mandate is to concentrate on advanced research and development, pushing the boundaries of what's possible. This includes high-risk, technologically demanding missions that the private sector isn't ready for. Think of ambitious projects like the Gaganyaan human spaceflight programme, establishing the Bharatiya Antariksh Station by 2035, and a crewed mission to the Moon by 2040. It also involves deep-space exploration, developing next-generation reusable launch vehicles, and national security missions. Essentially, ISRO is graduating from routine tasks to focus on pioneering science and exploration, securing India's place as a major global space power.
