Understanding the New Space Ecosystem
The heart of the debate lies in the Indian Space Policy 2023, which aims to create a more competitive and expansive national space ecosystem. This policy formalises a new structure, introducing two key entities alongside ISRO. The first is IN-SPACe (Indian
National Space Promotion and Authorisation Centre), which acts as a single-window agency to promote, authorise, and supervise the activities of non-government entities. The second is NewSpace India Limited (NSIL), ISRO's commercial arm, tasked with commercialising mature technologies and managing industry-led production. The goal is to move from an ISRO-centric model to an ISRO-led ecosystem, boosting India's share of the global space economy.
Why the Concern Arose
Concerns about ISRO's role being diminished stemmed from the government's plan to transfer the manufacturing of mature and routine systems to the private sector and public sector undertakings (PSUs). Statements from officials suggesting that ISRO would eventually stop manufacturing operational launch vehicles like the PSLV fuelled these anxieties. Nine of ISRO's employee associations even wrote a formal letter seeking clarification on the future of the organisation, its workforce, and whether these changes were official policy. The core fear was that handing over production and operational functions would lead to privatisation and sideline the very agency that built India's space prowess from the ground up.
ISRO's Rebuttal: Evolution, Not Reduction
ISRO and government officials have categorically rejected the speculation, calling claims of privatisation or a shrinking role "baseless and incorrect". In a series of statements, both ISRO Chairman V Narayanan and IN-SPACe Chairman Pawan Goenka clarified that the reforms are about "ecosystem expansion and capability multiplication, not privatisation". The official position is that ISRO's importance is not changing, but the scale and structure of India's entire space programme are. By offloading routine manufacturing, ISRO is not being sidelined; instead, it's being freed up to concentrate on its core strengths.
A Sharper Focus on the Next Frontier
So, what is this new, evolved role? ISRO states its focus will progressively strengthen in areas where its scientific expertise is most critical. This includes frontier research and development, creating advanced technologies, and spearheading ambitious national missions. The agency will now dedicate more resources and scientific manpower to next-generation projects like the Gaganyaan human spaceflight mission, building the Bharatiya Antariksh Station (Indian Space Station) by 2035, and undertaking complex deep-space and planetary exploration missions, including landing an Indian on the Moon by 2040. In essence, ISRO is moving from being a manufacturer to becoming the nation's primary engine for space science, innovation, and exploration.
Building a Larger National Capability
The strategic shift is designed to meet India's growing ambitions. ISRO officials estimate that the country may soon need around 50 launches per year, a demand that the agency cannot meet alone. By enabling private industry to scale up the production of proven systems like the PSLV, the entire ecosystem's capacity grows. This division of labour is clear: industry handles what is mature and scalable, while ISRO pushes the boundaries of what is possible. This model allows India to compete more aggressively in the global space market while ensuring that critical national space infrastructure and strategic capabilities remain under government control.
