Why Is Diversification Necessary?
The Green Revolution turned Punjab into an agricultural powerhouse, but the intensive cultivation of wheat and paddy has created a severe environmental crisis. The state's groundwater is being depleted faster than it can be replenished, with some reports
indicating that water tables have dropped significantly, forcing farmers to dig deeper and more expensive wells. In some areas, groundwater that was once available at shallow depths now requires submersible pumps lowered hundreds of feet, dramatically increasing costs. This over-extraction, driven by water-intensive crops like paddy, has led to a situation where a majority of the state's administrative blocks are categorized as over-exploited. Beyond water, the monoculture system has also led to soil degradation and declining biodiversity, threatening the long-term sustainability of agriculture in the region.
Can Other Crops Match Paddy's Profitability?
This is the central dilemma for farmers. The wheat-paddy cycle is underpinned by the Minimum Support Price (MSP) and an established government procurement system, which provides a guaranteed income. While alternative crops like maize, cotton, and pulses are being promoted, their economics are far less certain. Studies have shown that while the benefit-cost ratio for maize can be competitive, the absolute net returns per hectare often lag behind paddy, especially without accounting for subsidies. One analysis showed that while a maize-wheat system is environmentally superior, it generates lower net returns than the traditional paddy-wheat system. Without a robust MSP and assured procurement for these alternative crops, farmers are hesitant to switch, as the financial risk is simply too high.
What About Market and Infrastructure Support?
A key reason for the reluctance to diversify is the lack of a reliable market for alternative crops. While the government procures almost all wheat and paddy offered at MSP in states like Punjab, the system for crops like maize or pulses is not as robust. Farmers often report that even when an MSP is announced for other crops, the entire produce may not be procured due to quality concerns or a lack of procurement centers, forcing them to sell in the open market at lower prices. The historic shift away from crops like cotton in some regions was partly due to pest attacks, but the ecosystem that supported it—including ginning and spinning mills—also vanished. Rebuilding this infrastructure for a new set of crops requires significant investment and long-term planning.
What Incentives Are Being Offered?
Recognizing these challenges, the Punjab government is actively trying to encourage the shift. For the 2026-27 season, the government expanded its scheme to promote kharif maize, offering a financial incentive of ₹17,500 per hectare to farmers who switch from paddy. This program, which now covers 16 districts, aims to make maize a more attractive option by subsidizing the transition. The process is digitized to ensure transparency, with payments linked to geo-tagged verification of the crops. The government is promoting maize as a key alternative, particularly the kharif (monsoon) season variety, which requires significantly less irrigation than both paddy and spring maize. The Punjab Chief Minister has also advocated for a guaranteed MSP on alternative crops like pulses and maize to make diversification truly viable for farmers.
