The Heart of the Debate
Recent media reports and concerns from employee associations have highlighted fears that ISRO's role is being diminished. The core of the issue stems from the government's space sector reforms, which encourage private companies to take over routine activities
like manufacturing rockets and satellites. This has led to speculation about privatisation and a reduced role for the national space agency. However, ISRO has categorically rejected these claims, stating that it will neither be privatised nor will its importance be diminished. The agency insists the changes should be seen as an "ecosystem expansion," not a reduction of its own mandate.
Understanding the New Space Policy
The reforms are guided by the Indian Space Policy 2023, a framework designed to liberalise the sector and grow India's share of the global space market. Currently, India holds a mere 2% of the global space business, and the government has ambitious targets to significantly increase this. The policy aims to create a larger, more competitive Indian space ecosystem by enabling private companies, startups, and academic institutions to participate across the entire value chain. This strategic shift is designed to multiply the nation's capabilities, as the government believes achieving its ambitious goals requires private capital, industrial capacity, and entrepreneurship that ISRO alone cannot provide.
Meet the New Players: IN-SPACe and NSIL
To manage this new ecosystem, two new bodies have been created. The Indian National Space Promotion and Authorisation Centre (IN-SPACe) acts as the single-window agency to promote, regulate, and authorise the activities of private space entities. Think of it as the facilitator and regulator. NewSpace India Limited (NSIL), on the other hand, is the commercial arm of ISRO. Its job is to commercialise ISRO's technologies, manage launch contracts, and handle technology transfers to industry. This division of labour allows for a clear separation of roles: regulation (IN-SPACe), commerce (NSIL), and advanced research (ISRO).
ISRO's Evolved Mission: Frontier R&D
So, what does ISRO do now? Instead of shrinking, its role is becoming more focused and arguably more critical. By handing over routine manufacturing, ISRO is freeing up its scientific and technical workforce to concentrate on what it does best: pushing the frontiers of science and technology. This includes advanced research, human spaceflight missions like Gaganyaan, developing next-generation launch vehicles, and undertaking deep-space and planetary exploration. As ISRO leadership has stated, the goal is to focus on complex missions that the private sector cannot yet undertake on its own.
A Strategic Shift, Not a Downgrade
This transition from being an all-in-one operator to a leader of a broader ecosystem is a sign of a mature space programme. ISRO has already transferred numerous technologies to Indian industry, enabling large-scale production and commercialisation. This model is not about ISRO withdrawing from a domain but enabling industry to scale it. The agency will now act more as a mentor and technology provider, helping the private sector grow, similar to how NASA collaborates with commercial partners in the United States. This partnership is essential for India to achieve its goal of increasing its share of the global space market.
