The Scale of the Brain Drain
In recent months, a significant number of scientists and engineers have resigned or taken voluntary retirement from ISRO, with reports suggesting over 100 departures. This exodus has been substantial enough to prompt the Department of Space (DoS) to intervene,
tightening the rules for resignations and retirements for personnel working on critical national projects like the Gaganyaan human spaceflight mission. The directive, which reverses a more decentralised 2020 policy, now requires that requests from scientists on key missions be sent to the DoS for a final decision, signalling the urgency of the situation. The departures are not just of junior staff; they include experienced project directors and key team members from vital centres like the U R Rao Satellite Centre (URSC) and the Vikram Sarabhai Space Centre (VSSC).
Why This Talent Is Irreplaceable
The term "mission-critical" isn't jargon. At ISRO, it refers to specialists with decades of accumulated knowledge in fields like propulsion, systems integration, and launch operations. This expertise is not something that can be quickly replicated or replaced by new hires. These scientists are the institutional memory of the organisation, having managed entire space missions from conception to execution. Their departure risks disrupting the continuity and timelines of flagship programmes like Gaganyaan, future Chandrayaan missions, and the development of next-generation launch vehicles. Losing senior personnel midway through such complex projects can create significant setbacks, jeopardising India's strategic edge in the global space race.
The Powerful Lure of the Private Sector
The primary driver behind this attrition is the explosive growth of India's private space ecosystem. Since the sector was opened to private participation in 2020, hundreds of startups like Skyroot Aerospace and Agnikul Cosmos have emerged, many founded by former ISRO scientists themselves. These companies offer what ISRO, as a government organisation, often cannot: significantly higher salaries, stock options, faster career growth, and greater flexibility. While an entry-level ISRO engineer has a competitive government salary, private firms can offer packages that are far more lucrative, especially for mid-level and senior talent. Beyond compensation, startups provide an agile environment where engineers can assume leadership roles earlier and see ideas turn into hardware more rapidly, free from the bureaucratic hurdles often found in public sector organisations.
More Than Just Money
While the pay gap is a major factor, it isn't the only reason for the departures. Former employees and internal sources point to a range of systemic issues, including a culture of overwork, slow promotions, and frustration with bureaucratic red tape. Scientists often work under intense pressure to meet tight deadlines, with personal time and leave discouraged. This, combined with sluggish career progression and a rigid hierarchy, can lead to burnout and a feeling of being unappreciated. For many, the move to the private sector is as much about gaining creative freedom and a better work-life balance as it is about financial incentives. The compact that once bound talent to ISRO—a mix of national prestige and scientific purpose—is now under strain.
A Mission to Retain and Rebuild
Simply making it harder for scientists to leave is a stop-gap measure, not a long-term solution. Experts and industry insiders suggest that ISRO must address the root causes of attrition. This includes exploring more competitive compensation structures, creating faster promotion tracks, and reducing bureaucratic obstacles. Some have proposed adopting a more flexible employment model, similar to NASA, where a core permanent staff works alongside contractors and project-based teams. Fostering a collaborative ecosystem, where talent can move between ISRO and the private sector, could also help circulate expertise while preserving institutional knowledge. The challenge is to create an environment where public service remains an attractive proposition even in the face of a booming private industry.
