An Unprecedented Leap in Ambition
In mid-August 2026, Starlink submitted a fresh application to the Indian National Space Promotion and Authorisation Centre (IN-SPACe), the country's single-window agency for private space activities. The application is for its second-generation (Gen 2)
satellite constellation, a network of nearly 30,000 satellites operating in low Earth orbit (LEO) at altitudes between 340 and 615 kilometres. This is a significant escalation from its previously approved Gen 1 constellation of just over 4,400 satellites. An earlier application for the Gen 2 network was rejected because some features and proposed spectrum bands did not meet Indian requirements, prompting this revised submission. The sheer scale of this proposed network is designed to provide far greater capacity and advanced capabilities than anything currently available.
The Direct-to-Device Game Changer
A critical component of the new application is the inclusion of direct-to-device (D2D) connectivity. This technology would allow standard compatible mobile phones to connect directly to satellites, bypassing the need for ground-based cell towers entirely. For India, this is a potential game-changer. In a post on social media, Elon Musk highlighted this potential, stating, “Starlink would help the least served in India, especially in rural areas.” As of May 2026, over 11,000 villages in India still lacked 4G coverage, and rural internet density remains significantly lower than in urban centers. D2D services could offer a direct path to bridging this digital divide, providing connectivity in remote, mountainous, or disaster-affected regions where terrestrial infrastructure is difficult and expensive to build.
Shaking Up the Telecom Market
Starlink's entry poses a direct and formidable challenge to India's established telecom giants, Reliance Jio and Bharti Airtel. However, the situation is complex, as both companies have reportedly entered into distribution partnerships with Starlink to complement their own services. This positions them as both potential competitors and collaborators. At the same time, these domestic players are not standing still. Reliance Jio is pursuing its own LEO constellation of around 1,600 satellites, while Bharti-backed Eutelsat OneWeb is also a key contender. Amazon's Project Kuiper is another global heavyweight looking to enter the Indian market. If Starlink’s massive Gen 2 constellation is approved, its superior capacity could give it a significant competitive edge in coverage and speed, potentially disrupting the market for enterprise, aviation, and maritime connectivity.
The Hurdles Ahead: Regulation and Risk
Despite the promise, Starlink's path to commercial launch is far from guaranteed. The approval from IN-SPACe is just one step. Key issues around spectrum allocation and security clearances remain unresolved. The Indian government is still finalizing the rules for satellite spectrum and D2D services, and concerns about national security and data sovereignty are paramount. There are also global concerns about the impact of such enormous satellite constellations. The sheer number of objects in low Earth orbit dramatically increases the risk of collisions and the creation of space debris, which could threaten all space activities. Furthermore, light pollution from thousands of satellites is a growing problem for astronomical observation. Regulators at IN-SPACe will have to carefully weigh the transformative potential of Starlink against these significant technical and strategic risks.
