The Hidden Dangers in Your Favourite Fried Foods
Reusing cooking oil is a common cost-saving practice, but it comes at a steep price for public health. When oil is heated repeatedly, its chemical structure breaks down, forming harmful substances called Total Polar Compounds (TPCs). Consuming food cooked
in such oil is linked to a host of serious health issues, including hypertension, heart disease, Alzheimer's, and liver ailments. Scientific studies have shown that repeatedly heated oils produce free radicals and potentially carcinogenic compounds, transforming a simple cooking medium into a significant health hazard. The Food Safety and Standards Authority of India (FSSAI) has set a safety limit, mandating that oil with a TPC level over 25% is unfit for human consumption.
What is the RUCO Initiative?
To address this widespread problem, FSSAI launched the Repurpose Used Cooking Oil (RUCO) initiative in 2018. The programme’s primary goal is to divert used cooking oil (UCO) from the food chain and prevent it from being illegally sold to smaller vendors or dumped, which pollutes waterways and clogs drains. RUCO creates a formal ecosystem where UCO is collected and channelled into producing a valuable resource: biodiesel. This 'Triple E' strategy—Education, Enforcement, and Ecosystem—aims to protect public health while simultaneously bolstering India's energy security and promoting environmental sustainability.
From the Frying Pan to the Fuel Tank
The core of the RUCO programme is the systematic collection of UCO from food business operators (FBOs). Restaurants, hotels, and food manufacturers that consume more than 50 litres of oil per day are required to maintain records and work with FSSAI-authorised collection agencies. These aggregators pick up the discarded oil and transport it to biodiesel manufacturing plants. Through a chemical process called transesterification, the used oil is filtered and reacted with an alcohol and a catalyst to produce fatty acid methyl esters (biodiesel) and glycerine, a by-product. This process effectively transforms a hazardous waste product into a cleaner, renewable fuel.
A Win for Health and the Environment
The benefits of RUCO are twofold. Primarily, it safeguards public health by removing toxic oil from the food supply. Establishments that participate are often given a logo to display, signalling their commitment to food safety. Secondly, it delivers a significant environmental victory. By converting UCO to biodiesel, India reduces its dependency on imported crude oil, which currently stands at about 85% of the country's needs. It is estimated that if fully implemented, RUCO could generate over 110 crore litres of biodiesel annually, cutting down on greenhouse gas emissions and preventing the pollution of soil and water caused by improper oil disposal.
Challenges and the Road Ahead
Despite its success in several states, the RUCO initiative faces challenges. A major hurdle is the lack of awareness among smaller food vendors and households about the dangers of reusing oil and the existence of the collection programme. Many small businesses fall outside the mandatory 50-litre threshold, creating a regulatory gap. Furthermore, building a robust collection network across the entire country requires significant logistical coordination. However, with growing participation and success stories from states like Karnataka and Kerala, the initiative is gaining momentum. Continued public education and strengthening the collection infrastructure will be key to realising RUCO's full potential as a landmark public health and green energy programme.
