A Nation on Four Tectonic Plates
Japan's unenviable position as a global earthquake hotspot is due to its location at the convergence of four major tectonic plates: the massive Pacific and Eurasian plates, and the smaller Philippine Sea and North American plates. The immense pressure
built up as these plates grind against and slide under one another is the engine for the country's seismic activity. The Pacific Plate subducts, or dives, beneath northern Japan, creating the deep Japan Trench. To the south, the Philippine Sea Plate pushes under the Eurasian Plate, forming the notorious Nankai Trough. This complex and volatile underground battleground means that powerful earthquakes are not a matter of 'if', but 'when' and 'where'.
The High-Risk Pacific Coastline
The highest earthquake risk is concentrated along Japan's populous Pacific coast, from Hokkaido in the north down to the island of Kyushu. This area lies directly over the subduction zones where the oceanic plates are being forced under the country. Government seismic hazard maps consistently show that cities along the Pacific have a very high probability of experiencing a major tremor. This includes the sprawling metropolises of Tokyo, Yokohama, Nagoya, and Osaka. The risk here is twofold: violent shaking from the quake itself and the subsequent threat of devastating tsunamis generated by the sudden uplift of the seafloor, as tragically demonstrated by the 2011 Tohoku earthquake.
The Looming Nankai Trough Megaquake
Scientists and disaster planners are particularly focused on the Nankai Trough, a 900-kilometre-long fault line running offshore from central Honshu to Kyushu. Historically, this fault has ruptured every 100 to 200 years, producing massive earthquakes of magnitude 8.0 or higher. The last major series of ruptures occurred in 1944 and 1946, meaning significant stress has been accumulating for decades. A future megaquake here is considered one of the most serious natural disaster threats facing Japan, with models predicting catastrophic damage across a wide area encompassing the Tokai, Kinki, and Shikoku regions, potentially impacting tens of millions of people. Recent studies show the 'locked' zones where pressure builds are fluid and change over time, making precise prediction impossible but confirming the ever-present danger.
Where Is the Risk Lower?
While no part of Japan is completely free from seismic risk, some areas are comparatively safer. The risk is generally lower along the coast of the Sea of Japan and in parts of western Japan and northern Hokkaido. Cities like Sapporo in Hokkaido and Fukuoka in northern Kyushu historically experience fewer and less intense earthquakes compared to their Pacific coast counterparts. This is largely due to their greater distance from the most active plate boundaries like the Nankai Trough and Japan Trench. Some inland prefectures, such as Okayama, are also considered to have lower risk due to their stable ground and protection by mountain ranges. However, lower risk does not mean no risk, as damaging inland earthquakes can still occur.
Inland Faults: A Different Kind of Threat
Beyond the headline-grabbing offshore megaquakes, Japan is also crisscrossed by over 2,000 active inland faults. Major fault systems like the Japan Median Tectonic Line (MTL) and the Itoigawa-Shizuoka Tectonic Line (ISTL) run through the heart of the country. Earthquakes on these crustal faults can be shallower and occur directly beneath urban centers, often with less warning. While typically smaller in magnitude than subduction zone quakes, their proximity can cause intense, localised shaking and widespread destruction. The devastating 1995 Kobe earthquake was caused by a rupture on an active inland fault, serving as a powerful reminder that seismic danger in Japan comes in many forms.
