The pivotal moment arrived on July 17, 2026, when India's space regulator, IN-SPACe, gave a crucial technical approval to Reliance Jio's ambitious proposal for a homegrown low-Earth orbit (LEO) satellite constellation. This plan involves deploying approximately
1,600 satellites to deliver high-speed internet and mobile services across the country. The approval, conducted in consultation with ISRO and the Department of Telecommunications (DoT), marks a significant step toward creating India's first large-scale domestic satellite broadband network. This follows earlier authorisations granted to competitors like Eutelsat OneWeb (backed by Bharti) and Elon Musk's Starlink, setting the stage for a new era of connectivity competition in India's skies.
The Rise of a New Umpire
This wave of approvals is managed by the Indian National Space Promotion and Authorisation Centre, or IN-SPACe. Established in 2020, its creation was a historic decision to open India's space sector to private companies. For decades, space was the exclusive domain of the state-run Indian Space Research Organisation (ISRO). IN-SPACe was designed to change this, acting as a single-window agency to promote, authorise, and supervise the activities of non-governmental entities in the space sector. Its role is to streamline the complex process of building, launching, and operating space assets, effectively moving the private sector from being mere component suppliers to independent players.
The Great Convergence
The recent approvals for satellite internet services underscore a powerful global trend: the merging of the telecommunications and space industries. Traditionally, these were distinct worlds. Telecom was about ground-based infrastructure like fibre optic cables and mobile towers, regulated by the DoT. Space was about rockets and scientific missions, overseen by ISRO. However, LEO satellite constellations, which promise internet from space, blur these lines completely. A satellite providing broadband is simultaneously a space object and a telecom service provider. This convergence forces a unified regulatory approach, touching everything from spectrum allocation—the airwaves used for transmission—to licensing and ground infrastructure.
Why This Matters for India
This policy convergence is critical for India's national ambitions. Firstly, satellite broadband offers a powerful solution to connect the hundreds of millions of Indians still living in areas with poor or no internet access. It is a key enabler for the 'Digital India' initiative, capable of reaching remote, rural, and mountainous regions where laying fibre is impractical. Secondly, fostering a domestic satellite industry, as seen with the nod for Jio's proposal, aligns with the 'Make in India' goal and enhances national security by reducing dependence on foreign satellite operators. The vision is to grow India's share of the global space economy from around 2% today to a projected 8-10% by 2033.
The Road Ahead
Despite the progress, the path is not without challenges. While IN-SPACe and the DoT have granted key authorisations, final security clearances and the administrative assignment of spectrum are still pending for operators to launch commercial services. Furthermore, the high cost of satellite internet compared to India's ultra-competitive terrestrial broadband market remains a significant hurdle to mass adoption. The success of this new sector will depend on navigating these final regulatory steps and developing business models that can make satellite connectivity affordable. The lack of a comprehensive Space Activities Bill also leaves some legislative gaps that need addressing.
