An Unsettling Exodus
According to multiple media reports citing sources within the Indian Space Research Organisation (ISRO), between 100 and 120 scientists and engineers have resigned in recent months. While the Department of Space (DoS) has not officially confirmed the number,
the departures were significant enough to trigger an urgent policy change. The exits are reportedly concentrated in key centres, with around 80 from the U R Rao Satellite Centre (URSC) and at least 20 from the Vikram Sarabhai Space Centre (VSSC). More concerning than the numbers is the loss of expertise; those leaving are said to include senior personnel from crucial national projects, including the Gaganyaan human spaceflight mission and the Chandrayaan-3 team.
ISRO's Defensive Manoeuvre
The response from the top was swift and decisive. In an internal memorandum dated July 14, the Department of Space announced that resignation and retirement requests from scientists involved in critical projects will no longer be accepted routinely. The memo explicitly states that a “spate of requests” has been “severely impacting the implementation of projects of national importance.” This new directive centralises control, reversing a 2020 order that allowed ISRO centre directors to approve such exits. Now, all applications must be forwarded to the DoS for a final decision, a move clearly intended to slow the outflow of experienced personnel and protect flagship missions like Gaganyaan.
The Powerful Pull of Private Space
This attrition isn't happening in a vacuum. It coincides directly with the explosive growth of India's private space industry. Since the sector was opened to private participation in 2020, over 400 startups have registered, attracting hundreds of millions in investment. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel—many founded by ex-ISRO engineers—are now a major force. They offer what ISRO, as a government body, often cannot: significantly higher salaries, stock options, faster career progression into leadership roles, and a more agile work culture. For many scientists, the opportunity to build new technologies outside a large government structure is a powerful incentive.
A 'Brain Drain' or Healthy Evolution?
The key question is whether this trend constitutes a 'brain drain' that weakens ISRO or a healthy redistribution of talent that strengthens India's overall space ecosystem. While attrition has been a long-standing issue for ISRO, the current wave is different because of the thriving domestic private sector. On one hand, losing experienced scientists from nationally significant projects is a clear challenge. Replacing years of specialised knowledge is not as simple as filling a vacancy, and the DoS memo reflects this concern. On the other hand, many argue this is a sign of a maturing industry. The same government policies that opened the space sector are now creating competition for its talent. ISRO veterans are now leading startups that are becoming crucial partners in India's space economy.
What Comes Next for India's Space Program?
While ISRO Chairman V Narayanan has stated that the organisation is prepared to handle the departures, the new rules signal deep concern. Administrative controls may slow the exodus, but experts and former officials suggest they won't solve the underlying issues of pay, work culture, and career growth. To counter the attrition, ISRO is proceeding with a large recruitment drive for over 1,000 posts. This moment is a stress test for the legacy institution. How ISRO adapts—by potentially evolving its own work culture and compensation structures—will be critical. The challenge is to retain its core expertise while also embracing its new role as an anchor in a broader, more dynamic space ecosystem that it helped create.
