The Growing Exodus
In recent months, the Indian Space Research Organisation (ISRO) has seen a significant number of its scientists and engineers resign or opt for voluntary retirement. Reports indicate that over 100 personnel, many with crucial experience on flagship projects
like Gaganyaan and Chandrayaan, have departed. This isn't a new phenomenon, but its recent acceleration has prompted concern at the highest levels, highlighting a growing tension between national service and personal career growth for the nation's brightest minds. The departures are not just about filling vacant posts; they represent a loss of invaluable institutional knowledge and mission-specific expertise that is difficult, if not impossible, to replace quickly.
A Tale of Two Approvals
The headline issue points to a significant bureaucratic hurdle. Historically, ISRO has benefited from a degree of autonomy, operating under the Department of Space (DoS) and reporting directly to the Prime Minister's Office, which allowed it to bypass some of the slower-moving parts of government. However, the process for managing its personnel has become a point of friction. Recent reports suggest that in response to the talent drain, the DoS has tightened exit rules. Where centre-level directors once had the authority to approve resignations, these decisions must now be escalated to the department level for final approval, especially for personnel on critical missions. This move, intended to staunch the flow of departures, centralises control and reverses a previous push for decentralisation, signalling the urgency of the situation. Critics argue this adds another layer of bureaucracy, treating a symptom rather than the underlying causes of dissatisfaction.
The Pull of the Private Sector
The primary driver of this exodus is the meteoric rise of India's private space sector. Since the government opened the sector to private participation in 2020, over 400 startups have emerged, creating a vibrant and competitive market for space-related expertise. Companies like Skyroot Aerospace, Agnikul Cosmos, and Pixxel, often founded by former ISRO scientists, are offering what the public sector cannot: significantly higher salaries, stock options, leadership roles, and a more agile work environment. An entry-level ISRO scientist might earn a respectable government salary, but it pales in comparison to the compensation packages, including wealth-generating equity, available in the private domain. For many, the allure of building technology from scratch in a less hierarchical setting is a powerful motivator.
Beyond the Pay Cheque
While compensation is a major factor, it is not the only reason talent is leaving. Scientists have pointed to sluggish career progression, rigid promotion structures, and mission delays as significant demotivators. The traditional government framework of time-bound promotions can feel stifling compared to the merit-based, fast-track opportunities in startups. The Performance Related Incentive Scheme (PRIS), designed to reward employees, exists but may not be enough to bridge the gap or offset frustrations with administrative hurdles. For many scientists driven by passion and the thrill of discovery, bureaucratic delays in project approvals and a perceived lack of creative freedom can be more discouraging than the pay disparity itself.
Reforming the System to Retain the Best
Simply tightening exit rules is widely seen as a temporary fix that could worsen morale. A more sustainable solution requires a fundamental rethink of how ISRO nurtures and retains its talent. Experts and former employees suggest introducing more competitive and differentiated compensation, especially for mission-critical roles, to narrow the gap with the private sector. This could involve expanding performance-based incentives and creating special tracks for distinguished scientists that offer greater autonomy and rewards. More importantly, addressing the bureaucratic inertia by giving ISRO's management greater flexibility in promotions, project approvals, and collaborations could help restore the dynamic environment that once made it the undisputed destination for space enthusiasts. Without systemic reform, India risks seeing the talent it cultivated to build a world-class space program being lured away to build a competing private one.
