A Zonal Strategy for a World-Class City
To streamline preparations for the high-profile BRICS Summit scheduled for September 12-13, the NDMC has adopted a micro-management strategy. The core of this plan involves dividing 41 of the city's major roads into 14 distinct circles, or zones. This
approach allows for focused and efficient management of all civic works. According to NDMC Chairperson Manoj Kumar Dwivedi, the goal is to present a clean, green, and well-maintained face to international delegates and visitors. The initiative is part of a broader directive from Delhi's Lieutenant Governor to ensure robust civic upkeep, smooth traffic management, and security across all key venues and travel corridors for the summit.
Who Is in Charge of These Zones?
Each of the 14 circles has been assigned a dedicated Nodal Officer. These officers, along with their field teams, are tasked with conducting daily inspections to ensure strict compliance with standard operating procedures. This hierarchical structure is designed to guarantee accountability and prompt resolution of any issues that arise. Departmental Nodal Officers have also been appointed to oversee specific summit-related events, such as the BRICS Bazaar, BRICS Run & Ride, and a Food Festival, ensuring seamless coordination between different government bodies. A 24x7 command and control centre will monitor all civic services in real-time using CCTV surveillance and field reports.
What Work Is Being Done?
The scope of the preparations is comprehensive, covering everything from aesthetics to essential infrastructure. Horticulture teams are focused on planting seasonal flowers, landscaping, greening brown patches, and pruning shrubs. The council has identified 15 locations for special floral boards, nine for flower fountains, and 17 roundabouts for unique beautification and illumination. Beyond beautification, maintenance work is a major priority. This includes repairing potholes and footpaths, maintaining railings and road signs, and clearing debris. Special attention is also being given to drainage to prevent waterlogging, a crucial measure considering the possibility of rain during the summit period.
Sanitation and Services Around the Clock
Sanitation will be a 24x7 operation, with special night-duty teams deployed from September 9 to 14. The effort will be bolstered by a fleet of mechanical road sweepers, scrubbers, and other specialised cleaning equipment. To manage waste, temporary dustbins and mobile toilets will be installed at key locations. Public toilets in the designated areas will undergo regular inspections to ensure they remain clean and functional. The plan also includes measures to remove stray animals and special enforcement drives against encroachments, unauthorised hoardings, and illegal parking to keep VIP routes clear and orderly.
Branding and Public Health Measures
To create public awareness and welcome delegates, BRICS branding will be displayed prominently across the city on 154 digital screens and at approximately 83 public toilet utilities. The NDMC is also coordinating with hotels, Resident Welfare Associations (RWAs), and market associations to maintain cleanliness and civic discipline. On the health front, medical teams and ambulances will be deployed at identified locations. The council will also conduct inspections of food establishments and intensify mosquito-control measures as part of its public health preparedness.
