What Is Ethanol-Blended Fuel?
For years, India has been on a mission to reduce its reliance on imported crude oil, cut down on emissions, and boost the rural economy. A key part of this strategy is the Ethanol Blended Petrol (EBP) Programme. Ethanol, a biofuel typically produced from
sugarcane or grains, is mixed with petrol. The initial standard was E10, a blend of 10% ethanol and 90% petrol. However, with ambitious green energy targets, India accelerated its goals, rolling out E20 (20% ethanol) across the country, reaching this target ahead of schedule. This transition is celebrated as a major step towards energy security and a cleaner environment, with claims of reduced carbon emissions.
The Problem with Legacy Vehicles
While modern vehicles manufactured since 2023 are designed to be fully compatible with E20 fuel, a significant portion of cars and motorcycles on Indian roads are older. This is where the problem lies. Ethanol is more corrosive than pure petrol and can degrade certain materials used in older fuel systems. Components like rubber hoses, gaskets, seals, and plastic parts in vehicles not specifically designed for higher ethanol blends can swell, harden, or crack over time. This can lead to fuel leaks, clogged fuel filters, and other engine-related issues. Furthermore, ethanol has a lower energy density, which means it can lead to a marginal drop in fuel efficiency, a concern for many motorists. Government officials have acknowledged that E20 could reduce mileage by up to 6%, depending on the vehicle's age and type.
A Policy Debate, Not a Reversal
Contrary to some speculation, there is no plan to scrap the E20 policy and revert to E10 as the standard fuel. Senior officials from major oil marketing companies like BPCL have clarified that discussions are not about a reversal, but about providing a solution for the owners of older vehicles. The debate, amplified by public figures including the Chief Economic Adviser, centres on whether E10 should be made available as a parallel option alongside E20. This would give consumers a choice and address concerns about potential damage to their legacy vehicles. The government and industry bodies have consistently stated that extensive tests show no widespread engine failures due to E20, but acknowledge that some rubber components in older models might need replacement during routine servicing.
The Logistical Hurdle of Choice
While offering a choice sounds simple, it presents a significant logistical challenge. The Ministry of Petroleum and Natural Gas has pointed out that requiring India's over one lakh petrol pumps to stock and manage multiple grades of petrol (like E10 and E20, in addition to premium fuels) would be complex and costly. It would complicate the entire supply chain, from refineries and terminals to the final dispensing units. However, discussions are ongoing. One potential solution being explored is offering E10 through the existing network for premium fuels, such as 95-octane petrol. This would provide an E10 option without the need for building an entirely new infrastructure. As of now, no final decision has been made, and various aspects are still under consideration.
