The World Bank’s newly released 2026 AI Readiness Report cuts through the hype to deliver a foundational message: a nation's ability to harness artificial intelligence is fundamentally tied to the quality of its digital and physical infrastructure. While
discussions often focus on complex algorithms and vast datasets, the report argues that the underlying nuts and bolts—affordable, reliable internet and consistent power—are the primary determinants of success. According to the Bank, countries must build these foundations now, or risk being left behind. This perspective reframes the AI challenge not just as a technological race, but as a development priority centered on core infrastructure. For emerging economies, this means that the path to becoming an AI powerhouse begins with pipes, cables, and grids.
Redefining 'Connectivity' for the AI Era
The report clarifies that 'connectivity' in the age of AI means much more than basic internet access. It encompasses four key dimensions: accessibility, affordability, reliability, and speed. Accessibility means bridging the urban-rural divide to ensure that even the most remote communities can participate in the digital economy. Affordability involves making data and devices accessible to all income levels, a key focus of the World Bank's work. Reliability is about ensuring a consistent power supply and stable network performance, which is crucial for data centres and AI workloads. The Indian Context: A Tale of Two Realities

However, significant challenges remain. Experts note that India's AI ambitions will increasingly depend on upgrading electricity transmission and expanding fibre connectivity, especially as new AI data centres are built. The report's emphasis on foundational infrastructure resonates deeply with India's current situation, where data centres are now being strategically located closer to sources of reliable power, sometimes moving away from traditional tech hubs. While India has shown it can generate sufficient electricity, ensuring that power is reliably transmitted to energy-hungry AI facilities is the next critical hurdle.
Beyond Large Models: The 'Small AI' Opportunity
A promising aspect highlighted in the World Bank's analysis is the potential of 'small AI'. These are affordable, easier-to-use applications designed to run on everyday devices like mobile phones, even in areas with limited connectivity. For India, this means leveraging its deep mobile penetration to deliver AI-powered solutions directly to farmers, community health workers, and students. The report suggests that adapting these smaller, low-cost AI tools to local conditions is where developing economies can gain a significant, immediate advantage.
The Path Forward: A Roadmap for Readiness
The World Bank’s report is ultimately a call to action. It urges governments to act swiftly to close gaps in power, connectivity, skills, and institutional quality. The proposed roadmap involves several key strategies. Firstly, fostering public-private partnerships is critical to attract the massive investment needed for infrastructure development. Secondly, governments must create a regulatory environment that encourages competition and lowers costs for consumers. Finally, there needs to be a strategic focus on building human capital—the skills needed to develop, manage, and regulate AI technologies responsibly.
