Talk of 'smart cities' and 'new mobility' promises a future of seamless travel. Yet, for millions in urban India, the daily reality is one of fragmentation. A person lands at a state-of-the-art airport only to face a chaotic scramble for transport. A patient
requires urgent care but finds the nearest hospital is a fortress, cut off by traffic and poor public transit links. This isn't a failure of individual services but a failure of connection. The National Urban Transport Policy has long aimed to prioritize the movement of people over vehicles, but the vision often breaks down at the seams where different jurisdictions and services meet. Our metros, buses, ride-hailing apps, and public spaces operate in silos, leaving the commuter to piece together a puzzle that should have been solved by design.
Airports: Islands of Modernity
Indian airports are frequently marvels of modern infrastructure, but they can often feel like islands, disconnected from the urban fabric they are meant to serve. Many new greenfield airports are built far from city centres, opening years or even a decade before a planned rail or metro link is completed. This leaves millions of passengers and airport staff reliant on roads, leading to increased congestion and pollution. In cities like Bengaluru and Hyderabad, the 'last-mile' connectivity is a well-documented nightmare, with passengers navigating confusing rules for app-based taxis, long walks to pickup zones, or battling traffic in buses. The lack of coordination between airport operators, state transport corporations, and railway authorities means that even existing infrastructure is not used to its full potential, creating a frustrating and expensive experience for travellers right at the city's gateway.
Hospitals: Critical Hubs in Crisis
Nowhere is the cost of disconnected mobility felt more acutely than in accessing healthcare. Hospitals are, by definition, essential services, yet reaching them can be a significant challenge, especially for the elderly, people with disabilities, and lower-income families who rely on public transport. Studies in cities like Mumbai and Bengaluru show significant inequity in healthcare access, with vulnerable populations in peripheral areas facing sparse public transport options. In an emergency, every minute is critical. The absence of coordinated transport planning—such as dedicated green corridors for ambulances integrated with city-wide traffic management systems—means that life-saving journeys are often at the mercy of unpredictable gridlock. Making hospitals truly accessible is not just about building ramps; it's about ensuring the entire transport network treats a trip to the doctor as the priority it is.
The Challenge of Siloed Governance
The root of the problem lies in governance. An airport authority has its own goals. The municipal corporation, which manages city roads, has another set of priorities. The metro rail corporation, the state bus service, and the traffic police all operate within their own domains. This siloed approach, where multiple agencies work independently, is a primary barrier to creating an integrated transport system. Without a single, empowered authority to coordinate these efforts, initiatives like integrated ticketing (a single card for bus, metro, and parking) and synchronised schedules remain difficult to implement on a wide scale. While the National Common Mobility Card (NCMC) is a step in the right direction, its universal adoption is hampered by this very fragmentation. For a 'new mobility plan' to be more than a buzzword, it requires a fundamental shift from departmental thinking to a system-based approach focused on the commuter's complete journey.
A Blueprint for Seamless Mobility
A truly integrated mobility plan is within reach. It begins with establishing a unified metropolitan transport authority in each major city, with the power to plan, regulate, and coordinate across all modes of transport. This body would be responsible for creating a seamless travel experience through practical measures. Imagine a single app that allows you to plan and pay for a journey involving a metro, a bus, and a last-mile e-rickshaw. Picture transport hubs at airports and major hospitals designed for easy interchange, with real-time information displays and clear signposting. This vision requires data sharing between different operators to optimise routes and schedules based on actual demand. By focusing on operational integration, such as synchronised timetables and unified payment systems, we can make public transport more convenient and reliable than private vehicles, which is the ultimate goal.
