Introducing the Surya Sarovar Yojana
The government has officially approved the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), a landmark initiative dedicated to expanding floating solar power. With a budget of ₹5,070 crore, the scheme aims to install 5,000 megawatts (MW) of floating solar capacity
by the 2030-31 fiscal year. This ambitious plan represents a significant push to diversify India's renewable energy portfolio. At present, India has around 700 MW of installed floating solar capacity; this scheme aims to dramatically scale that figure. The projects will be developed across all states and union territories, tapping into a vast, underutilised national resource.
How It Works: Solar Panels on Water
The concept, often called 'floatovoltaics', involves mounting standard solar photovoltaic (PV) panels onto buoyant platforms that float on the surface of water bodies. These platforms are secured in place using anchoring and mooring systems designed to withstand wind, waves, and changing water levels. The electricity generated is transmitted to the grid via underwater cables. By deploying these systems on reservoirs, dams, and industrial water ponds, the scheme avoids using precious land, which is a major constraint for traditional, ground-mounted solar farms, especially in a densely populated country like India. This approach turns otherwise unused water surfaces into productive assets for clean energy generation.
The Dual Benefit: More Power, Less Evaporation
Floating solar projects offer a compelling set of advantages. First, solar panels are more efficient when they are cool. The water body beneath the panels provides a natural cooling effect, which can increase the energy output by up to 15% compared to land-based installations that get much hotter under the sun. Second, by covering a portion of the water's surface, the panels reduce evaporation. In a water-stressed nation like India, conserving every drop in our reservoirs is crucial for irrigation, drinking water, and hydropower generation. This makes the technology a win-win, generating clean power while protecting a vital natural resource.
Beyond Panels: The Storage Imperative
A key feature of the PM-SSY scheme is that it mandates the inclusion of energy storage systems (ESS). Each project must be paired with a battery system capable of providing at least two hours of power backup. This is a game-changer. Solar power is intermittent—it is only generated when the sun shines. By storing excess energy in batteries, these floating solar farms can supply stable, reliable power to the grid even after sunset or on cloudy days. This transforms them from simple power generators into 'firm and dispatchable' energy assets that enhance grid stability and help meet peak electricity demand.
Navigating the Costs and Complexities
Despite the benefits, the technology faces hurdles. The primary challenge is cost. Floating solar systems are estimated to be around 25% more expensive than their ground-mounted counterparts due to the need for specialized floats, robust anchoring systems, and waterproof cabling. The mandatory battery storage also adds to the project's overall expense. Furthermore, there are engineering complexities in ensuring these structures can endure long-term exposure to the elements and potential wear. There are also environmental considerations, as the long-term impact on aquatic ecosystems beneath the panels needs careful study and management. To help offset these costs and de-risk development, the government will provide financial assistance of ₹1 crore per megawatt.
The Big Picture for India's Future
The Pradhan Mantri Surya Sarovar Yojana is more than just an infrastructure project; it's a strategic move aligned with India's larger climate and energy goals. The addition of 5,000 MW from floating solar will contribute directly to the national target of achieving 500 gigawatts of non-fossil fuel energy capacity by 2030. The scheme is expected to reduce carbon dioxide emissions by approximately 10 million tonnes annually and create an estimated 16,000 to 17,000 jobs in engineering, manufacturing, and maintenance. By promoting domestic manufacturing for components like flotation systems, the initiative also supports the 'Aatmanirbhar Bharat' vision.
