Putting the Delays in Numbers
The scale of the problem was laid bare in a recent parliamentary session, where official figures confirmed that 629 out of 1,191 ongoing National Highway (NH) projects have overshot their original completion dates. This isn't a localized issue but a nationwide
challenge affecting the arteries of Indian commerce. Some of the country's most industrialized states are feeling the brunt, with Maharashtra, Karnataka, and Uttar Pradesh leading the list with the highest number of delayed projects. In some smaller states, the situation is even more acute; in Kerala, for example, 15 out of 16 active projects are reportedly behind schedule. This widespread slippage points to deep-seated, systemic issues that go far beyond isolated construction problems.
The Twin Hurdles: Land and Clearances
Ask any expert about infrastructure delays in India, and they will likely point to one primary culprit: land acquisition. It remains the most significant and persistent obstacle in the path of highway development. The process is a complex maze of compensation disputes, lengthy legal battles, rehabilitation challenges for displaced populations, and bureaucratic red tape. Compounding this is the equally challenging process of securing statutory clearances. Getting the green light from environmental and forest departments is a time-consuming affair that can stall a project for months or even years, especially when a proposed highway route passes through ecologically sensitive areas. These twin challenges often stop work before a single shovel can hit the ground.
Contractor Accountability and Market Volatility
While bureaucratic hurdles are a major factor, issues within the construction industry itself also contribute significantly to the delays. The poor performance of contractors and concessionaires has become a serious concern for the government. In response, authorities have begun to take a stricter stance, penalizing and even blacklisting companies for substandard work or failing to meet deadlines. Between 2023 and 2026, over 100 such contractors were penalized. Beyond contractor performance, external economic factors play a role. Global supply chain disruptions and geopolitical conflicts can lead to shortages and price spikes for crucial materials like bitumen, the blacktop that paves the roads. A recent conflict in West Asia, for instance, disrupted bitumen imports, causing prices to soar and impacting the final stages of many projects.
The Economic Ripple Effect of Stalled Progress
Delayed highways are more than just an inconvenience for travelers; they are a direct drag on the national economy. Smooth, efficient road networks are critical for reducing logistics costs, which are a major component of the price of nearly every product. When projects are delayed, goods take longer to transport, fuel consumption increases, and supply chains become less reliable. Experts estimate that inadequate infrastructure shaves 1-2 percentage points off India's GDP growth annually. These delays trigger cost escalations for the projects themselves, lead to litigation, and ultimately mean that the economic benefits expected from new corridors—such as increased trade, industrial growth, and job creation—are deferred.
A Push for Technology and Tighter Controls
The government is acutely aware of the problem and is deploying a two-pronged strategy to get projects back on track. Firstly, there is a clear move towards greater accountability, with Union Minister Nitin Gadkari publicly vowing to take strict action against underperforming contractors and officials. Secondly, the National Highways Authority of India (NHAI) is increasingly turning to technology for better oversight. The authority is deploying advanced systems like AI-powered dashcams on patrol vehicles to conduct weekly surveys of around 40,000 km of highways. This system can automatically detect over 30 types of defects, from potholes and cracks to faded lane markings and non-functional streetlights, ensuring that issues are identified and addressed in real time. This data-driven approach aims to make project monitoring more transparent and efficient, moving from reactive fixes to proactive management.
