A New Space Race: The Private Sector Boom
For decades, ISRO was the final frontier for India's brightest aerospace engineers. Today, that is no longer the case. Since India opened its space sector to private participation in 2020, a vibrant ecosystem of over 400 space startups has emerged. Companies
like Skyroot Aerospace, Agnikul Cosmos, and Pixxel are now developing their own rockets, satellites, and propulsion systems. This isn't just a theoretical boom; Skyroot recently became the first Indian private company to launch a rocket into orbit. This rapid growth has created a new, domestic race—not just for space, but for the talent that knows how to get there.
The Great Pay Divide
The most visible driver of attrition is the significant difference in compensation. An entry-level ISRO scientist might earn between ₹8-14 LPA, a respectable government salary. However, private space companies are known to offer much more, especially for experienced talent. But it's not just about the monthly paycheck. Private startups offer Employee Stock Ownership Plans (ESOPs), giving employees a financial stake in the company's success. This wealth-creation potential is something a government organisation like ISRO cannot match. For a mid-career scientist, the long-term financial opportunity in the private sector can be overwhelmingly persuasive.
The Invaluable Asset: Mission Expertise
The scientists leaving ISRO are not easily replaceable. They possess something far more valuable than a degree: mission-critical experience. Having worked on complex, end-to-end national projects like Chandrayaan or Gaganyaan, these individuals have years of accumulated knowledge about design, failure modes, and testing protocols. This is precisely the expertise that startups need to accelerate their development and avoid costly mistakes. A single scientist with deep knowledge of ISRO's systems can save a private company years of R&D, making them a highly sought-after, premium asset in the new space economy.
Culture, Speed and Bureaucracy
Beyond salary, the cultural differences between a large state-run agency and a nimble startup play a crucial role. ISRO, like any massive government organisation, can be hierarchical and process-driven. In contrast, startups offer a faster-paced environment where ideas can move from a design to hardware much more quickly. For many younger engineers, the appeal of greater flexibility, quicker career growth, and the chance to lead projects early on is a powerful motivator. This desire for agility and less bureaucracy is another key factor pushing talent towards the private sector.
A Symptom of Success?
While the departure of over 100 scientists in recent months is a cause for concern, some view it as a predictable and even necessary outcome of a maturing industry. The government's goal was to create a self-sustaining private space ecosystem, and for that to happen, expertise had to be transferred from ISRO. The talent is not leaving the country; it is circulating within India's growing space economy. The government has responded by tightening rules on resignations for those on critical missions, but many see this as a temporary fix. The real challenge for ISRO is not just to stop people from leaving, but to evolve in a landscape it helped create, perhaps by fostering more public-private partnerships and focusing on the large-scale national missions that only it can undertake.
