Decoding the New Toll Formula
The change targets how tolls are calculated on highway sections with costly infrastructure like bridges, tunnels, and elevated roads. Previously, to recover high construction costs, the tollable length of such a structure was often treated as ten times
its actual length. This could lead to disproportionately high fees on certain routes. The new rule, amended in July 2026, introduces a cap. Tolls will now be based on whichever of two calculations is lower: either the old method (10 times the structure's length plus the regular road) or a new ceiling of five times the entire highway section's length. This ensures a fairer price, especially on routes dominated by large structures.

To understand the impact, consider a 40-kilometre highway section that includes 30 km of bridges and 10 km of regular road. Under the old system, the tollable distance could be a staggering 310 km (30 km x 10 + 10 km). With the new rule, the maximum chargeable distance is capped at 200 km (40 km total length x 5). Since 200 km is significantly lower than 310 km, the toll will be calculated on this shorter distance, resulting in a direct saving for the commuter. This change primarily benefits travellers on routes with extensive bridges and tunnels, making their journeys more affordable.
Why the Rollout Is Phased
The reason you won't see this new pricing on every highway simultaneously is due to existing operational and contractual obligations. The NHAI has directed its field offices to begin processing the revisions, but the timeline varies. For publicly funded toll plazas, the new, lower calculation will take effect from their next scheduled user fee revision date. However, for the many toll plazas operated by private companies under a concession agreement, the new formula will only apply after their current contract period ends and the project is transferred back to the authority. All newly constructed toll plazas, on the other hand, will adopt the fairer formula from their first day of operation.
Part of a Bigger Picture for Tolling
This formula adjustment is a significant step in making the current FASTag system more equitable, but it is part of a much larger vision for India's highways. The ultimate goal is to eliminate physical toll plazas entirely and move to a barrier-free system. This future model will likely use a combination of Automatic Number Plate Recognition (ANPR) cameras and a satellite-based Global Navigation Satellite System (GNSS) to track the exact distance a vehicle travels. This 'pay-as-you-use' model represents the next frontier, but in the meantime, the revised calculation for bridges and tunnels provides an immediate and welcome financial relief to motorists within the existing plaza framework.
