The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a temporary initiative specifically for Indian tourists. This is not a new type of visa, but rather a program where DCT Abu Dhabi covers the visa fee for eligible travellers,
effectively making the UAE entry visa complimentary. The pilot programme runs from August 1 to October 31, 2026, and is designed to make visiting the emirate more accessible. It’s a move to encourage longer stays and boost tourism from India, which is already one of Abu Dhabi's most important international markets. The initiative will initially support up to 20,000 visas during this three-month period.
Who is Eligible for the Offer?
Eligibility for this offer is quite specific and aimed at genuine tourists departing from India. To qualify, you must be an Indian passport holder whose journey originates in India. The key condition is the booking of a travel package. You cannot apply for this offer independently. The visa fee is only covered when you purchase a package that includes both a return flight from India and a hotel stay of at least three consecutive nights in Abu Dhabi. Splitting your stay between Abu Dhabi and another emirate might disqualify you from the three-consecutive-night rule, so it's crucial to ensure your hotel booking meets this requirement. The booking must be made through participating travel partners or online travel agencies that are part of the program.
How the 'Package-Linked' System Works
The 'package-linked' aspect is the core of this offer. Travellers don't receive a direct discount or handle the visa application on their own to get the fee waived. Instead, the system works through approved travel agencies. These agencies are responsible for putting together the holiday packages, including flights and accommodation. When you book a qualifying package, the agency processes your visa through one of two channels. They either work with a DCT-appointed Destination Management Company (DMC), in which case DCT Abu Dhabi pays the visa cost directly, or they use their own partner DMCs. If they use their own partners, DCT Abu Dhabi reimburses the agency for the visa cost, which is set at AED 285. For the traveller, the end result is the same: the visa fee is covered and not included in their package price.
The Application Process for Travellers
For the traveller, the process is streamlined. The first step is to find a participating travel partner or online travel agency. It is advisable to confirm with the agency that they are enrolled in the DCT Abu Dhabi pilot program. Once you select and book a qualifying package (minimum three consecutive nights in an Abu Dhabi hotel and return flights from India), the travel agency will handle the visa application on your behalf. You will still need to provide the standard required documents, which typically include clear copies of the first and last pages of your passport (with at least six months of validity), passport-sized photographs with a white background, and your confirmed return flight ticket. The travel partner submits these documents through the official channels, and since the booking meets the criteria, the visa fee is covered by the program.
