An Unprecedented Digital Gold Rush
India is in the midst of a data centre explosion. The country’s capacity is projected to more than double by 2026, driven by a perfect storm of factors. Government policies promoting data localisation require companies to store Indian users' data within
the country's borders. This, combined with a surge of over 800 million internet users, the rollout of 5G, and the explosive growth of AI, has created ravenous demand for data storage and processing power. As a result, global tech giants and real estate firms are pouring billions into the sector, transforming it into one of India's fastest-growing infrastructure segments.
The Promise of Jobs and Investment
On the surface, the economic benefits are impressive. The construction phase of these high-tech facilities creates a significant number of short-term jobs in building, engineering, and installation. In Uttar Pradesh, for instance, a new policy is expected to create around 50,000 temporary construction jobs. The total investment pipeline across the country is staggering, with commitments crossing into the hundreds of billions of dollars. This capital influx stimulates local economies, boosting demand for materials and ancillary services. This activity paints a picture of widespread economic stimulus, driven by the digital economy's relentless expansion.
A Tale of Two Workforces
However, the reality of job creation is nuanced. Once a data centre is built, it requires a surprisingly small, highly-specialised workforce to operate. The temporary construction boom gives way to a demand for roles like AI infrastructure engineers, liquid cooling specialists, and cybersecurity experts. Reports suggest the sector could create nearly 100,000 such skilled jobs by 2030, but a significant skills gap remains. Experts warn that only a small fraction of applicants currently meet the requirements for these advanced roles, meaning the long-term, high-paying jobs are accessible to only a niche segment of the workforce. This creates a sharp divide between the temporary, broad-based construction employment and the permanent, concentrated technical roles.
The Strain on Local Resources
Beyond jobs, the concentration of data centres creates intense pressure on local resources. These facilities are incredibly power-hungry; a single large campus can consume as much electricity as a heavy industrial plant. This places a significant strain on local power grids, which in many parts of India are already under pressure. Water consumption is another major concern. Used extensively for cooling, a typical large data centre can consume hundreds of thousands of litres of water daily. This is particularly problematic as many data centre hubs are in water-stressed regions, creating direct competition with agriculture and residential needs. The sheer demand for land, power, and water means that the costs are often borne by the local community, while the primary economic outputs serve a global digital ecosystem.
Growth Clustered in a Few Hubs
The benefits and strains are also geographically concentrated. A handful of cities—primarily Mumbai, Chennai, Hyderabad, and the Delhi-NCR region—dominate India's data centre map. Mumbai alone accounts for a massive share of the country's capacity, largely because it is the primary landing point for the international undersea cables that connect India to the global internet. While there is a slow expansion into Tier-2 cities, the vast majority of investment and infrastructure remains clustered. This creates pockets of intense development and resource competition, while other regions are left out of the growth story, further concentrating the economic advantages in already established urban centres.
