A Tale of Two Labour Markets
The report's headline finding is a stark divergence between high-income and developing countries. Jobs in wealthier nations are more than three times as likely to be exposed to automation by generative AI. The report states that 14.2% of jobs in high-income countries are at risk,
compared to just 4.5% in low- and middle-income countries. This is largely because advanced economies have more cognitive, knowledge-based roles that new AI is well-suited to augment or replace. In contrast, many jobs in developing economies are still centered on manual labour, which is less immediately threatened by current generative AI tools.
Amplification, Not Just Annihilation
Despite the lower risk of direct job replacement, the report argues that AI offers a crucial lifeline for developing economies. The greatest promise lies not in displacing workers, but in amplifying their capabilities. AI tools can provide scarce expertise to millions, helping doctors diagnose illnesses, farmers improve crop yields, and teachers create better lessons. The World Bank estimates that 16.2% of jobs in developing economies could see a significant productivity boost from AI, nearly matching the 18.7% expected in richer nations. This suggests a future where AI acts as a partner, not a replacement, for a large portion of the global workforce.
India's Unique Crossroads
For India, the report’s findings present both a warning and a massive opportunity. The country's world-renowned IT and business process outsourcing (BPO) sectors are directly in the path of disruption, with AI threatening to automate routine back-office and call-centre tasks that have been a gateway to middle-class employment. However, the narrative is not entirely one of risk. Projections suggest AI could add up to $967 billion to India's economy by 2035 and create millions of new jobs, particularly in software development, manufacturing, and healthcare. The challenge, as highlighted by industry leaders, is a structural shift where demand for entry-level roles may shrink while the need for higher-skilled talent in AI and data science skyrockets.
The Foundational Gaps
The report stresses that harnessing AI's benefits is not guaranteed. Without deliberate action, AI could actually widen the gap between countries. Many developing nations, including parts of India, lack the foundational infrastructure needed to fully leverage AI. This includes reliable electricity, widespread internet access, and robust data systems. In Sub-Saharan Africa, for instance, nearly a third of rural schools still don't have dependable electricity. Closing these gaps is the first and most critical step. The World Bank proposes a clear, three-step path for developing nations: first, adopt available tools; second, adapt them to local contexts and languages; and third, over time, advance toward frontier AI development.
Policy, Skills, and Trust
Ultimately, navigating the AI transition requires proactive policy and a massive focus on people. The report calls on governments to establish strong education systems and retraining programs to build a digitally competent workforce. It also emphasizes the need to build public trust by creating clear governance frameworks that manage risks like data privacy and algorithmic bias. For businesses and individuals, the message is one of lifelong learning. As routine tasks become automated, uniquely human skills—such as critical thinking, complex problem-solving, and creativity—will become more valuable than ever. The window to get this right is narrow, but the opportunity to accelerate development is immense.
