What Sparked the Change?
The primary trigger for this policy revision is a noticeable increase in resignations and requests for voluntary retirement from senior scientists and engineers. According to reports, between 100 and 120 key personnel have departed in recent months from some
of ISRO's most critical centres, including the U R Rao Satellite Centre and the Vikram Sarabhai Space Centre. Many of these individuals were involved in high-priority national projects like the Gaganyaan human spaceflight mission, Chandrayaan missions, and the SpaDeX space docking experiment. The Department of Space (DoS) issued a memorandum on July 14, 2026, explicitly stating that this spate of exits was “severely impacting the implementation of projects of national importance.”
The Old Protocol vs. The New
Previously, the authority to approve resignations and voluntary retirements for many Group 'A' scientists was delegated to the directors of individual ISRO centres. This was part of a 2020 administrative order designed to decentralise and streamline the process. Under the new protocol, this power has been effectively withdrawn. Now, exit requests from scientists associated with important national missions cannot be accepted as a matter of routine. Instead, every application, along with a recommendation from the centre director, must be forwarded to the Department of Space for a final decision. This centralises the approval process at the highest level, ensuring greater oversight.
Why Are Scientists Leaving?
The departures are not happening in a vacuum. A combination of factors is driving this trend. The most significant is the rapid growth of India's private space sector since it was opened to private participation in 2020. Startups like Skyroot Aerospace and Agnikul Cosmos are offering scientists significantly higher salaries, stock options, and faster career progression. Beyond financial incentives, these private firms often provide more agile work environments with less bureaucracy and the opportunity to lead ambitious projects from the ground up. Some reports also point to internal issues within the public sector, such as slower promotions and the “stifling weight of public sector bureaucracy,” as contributing factors.
The Impact on ISRO and Its Missions
The immediate concern for ISRO is ensuring the continuity of its flagship programmes. Missions like Gaganyaan are incredibly complex, and the loss of experienced leaders and specialists who possess years of institutional knowledge is a significant blow. Replacing these individuals is not merely a matter of filling vacancies; it's about replacing unique expertise that cannot be easily transferred. The new policy is a defensive measure to prevent sudden disruptions to these crucial projects. While officials state that projects will not suffer, the directive highlights a strategic challenge: retaining the specialised talent needed to power India's ambitious space agenda.
A Move to Retain Talent or Restrict Freedom?
The government's perspective, as articulated by Minister of State for Space Jitendra Singh, is that the change allows for decisions to be made at a “much more mature level” to ensure projects are not compromised. However, some in the space community view the move as a restrictive step that addresses the symptoms rather than the cause of the attrition. Critics argue that making it harder for scientists to leave does little to solve the underlying issues that prompt them to look for opportunities elsewhere. The policy highlights a fundamental tension between safeguarding national projects and adapting to a new reality where public institutions must compete with a dynamic private sector for top scientific talent.
