A New Blueprint for Industrial Scale
The European Union has officially opened the door for a more flexible and integrated approach to building its next generation of industrial powerhouses. Under new tender rules for large-scale manufacturing projects, consortia can now propose developments
that are not confined to a single location or even a single country. This means a so-called 'gigafactory'—a term popularised for massive battery plants but now also used for large-scale AI data hubs—can be built on one sprawling campus, distributed across several sites in one member state, or be structured as a truly pan-European project with facilities in multiple countries. This change is part of the EU's ambitious industrial strategy, particularly through frameworks known as Important Projects of Common European Interest (IPCEI), designed to pool resources for strategic goals like the green and digital transitions.
The Strategy Behind 'Thinking European'
So, why the change? The core logic is to accelerate the EU's quest for strategic autonomy and competitiveness. For years, the EU has worked to build a complete battery value chain—from mining raw materials to manufacturing cells and recycling old batteries—to reduce its dependency on Asia. Similarly, recent initiatives aim to build massive AI computing factories to compete with US tech giants. Allowing cross-border projects addresses a key challenge: not every country has the resources, raw materials, or specialised workforce for every part of a complex value chain. This new flexibility enables a more efficient division of labour. For instance, one country might host the raw material processing, another could focus on advanced cell manufacturing, and a third could handle battery pack assembly and recycling. This creates a more resilient and integrated supply chain across the bloc.
Unlocking Pan-European Potential
The cross-border model offers significant advantages, especially for smaller member states. It allows them to participate in multi-billion euro projects that they could never hope to attract on their own. By combining strengths, a consortium can present a more compelling and robust proposal. Recent EU announcements for AI Gigafactories, for example, have seen countries in Central and Eastern Europe forming alliances to compete for the massive funding on offer. This approach fosters deeper economic integration and spreads the economic benefits—like high-tech jobs and innovation ecosystems—more widely across the Union. It turns a competitive bidding process into a more collaborative one, aligning with the EU’s broader goal of continent-wide development.
The Hurdles of Collaboration
Despite the clear benefits, building a factory across multiple nations is not simple. Such projects face significant logistical and administrative hurdles. Companies and governments must navigate different legal systems, tax regulations, and labour laws. Coordinating subsidies and ensuring seamless logistics between facilities hundreds of kilometres apart presents a major management challenge. Issues like energy costs, which can vary dramatically between member states, also complicate the financial viability of distributed projects. Success will depend heavily on strong political will and the creation of clear, streamlined governance structures for these complex, multi-national ventures, a challenge the EU has tried to address with frameworks like the European Groupings of Territorial Cooperation.
Powering Europe's Green and Digital Future
Ultimately, this policy is a pragmatic recognition that speed and scale are essential if Europe is to meet its ambitious targets. The transition to electric vehicles, for example, requires a secure and massive supply of locally produced batteries. The EU has a comprehensive Battery Regulation setting strict rules on everything from carbon footprints and recycling content to a 'digital battery passport' to track a battery's life from production to recycling. Likewise, becoming a leader in Artificial Intelligence requires computing power on a scale Europe currently lacks. By enabling these innovative cross-border projects, the EU is placing a major bet that collaboration is the fastest and most effective way to build the industrial base needed for its 21st-century ambitions.
