What is V2V and V2X Communication?
Imagine your car getting a warning about a sudden braking incident several vehicles ahead, even before you can see it. That's the core promise of Vehicle-to-Vehicle (V2V) communication. It's a system where cars wirelessly exchange data like their speed,
position, and direction in real-time to prevent collisions. V2V is part of a bigger ecosystem called Vehicle-to-Everything (V2X), which allows vehicles to communicate with infrastructure like traffic lights (V2I), pedestrians (V2P), and the wider cellular network (V2N). This constant stream of information aims to create a cooperative safety net, making roads safer and traffic flow smoother.
The Government's Decisive Push for Connected Cars
The conversation around connected vehicles in India took a significant leap forward in August 2026. The Ministry of Road Transport and Highways (MoRTH) issued a draft notification proposing to make V2V communication systems mandatory for all new vehicles manufactured from October 1, 2028. This includes two-wheelers, passenger cars, and commercial trucks. The proposal outlines a phased implementation, giving the industry time to adapt. From October 2027, any vehicle fitted with V2V tech must comply with a new standard, before the full mandate kicks in a year later. This move signals a clear intent to tackle India's high rate of road accidents through technology.
Why the Shift to Standardization is Crucial
An idea for 'talking cars' is useless if they all speak different languages. This is why the focus has decisively shifted to establishing a common standard. The recent government push is built around a new Automotive Industry Standard, AIS-230. Without a unified standard, interoperability becomes a massive problem; a car from one manufacturer wouldn't be able to communicate with another, defeating the purpose of a cooperative safety network. By defining the technical rules of the road before mass deployment, regulators aim to avoid the fragmentation seen in other regions and ensure the system works reliably at scale. This standard defines everything from performance and cybersecurity to the specific radio frequency to be used.
Choosing a Path: C-V2X Gets the Nod
A key part of the new standard is its choice of technology. The draft AIS-230 is built around Cellular Vehicle-to-Everything (C-V2X). This technology uses existing 4G and emerging 5G cellular networks for communication, as opposed to the alternative, DSRC (Dedicated Short-Range Communications), which is more like a specialized Wi-Fi for cars. The choice of C-V2X is strategic for India, as it can leverage the country's widespread mobile network, potentially reducing the need to build a completely new roadside infrastructure from scratch. This decision was enabled by the Department of Telecommunications exempting the 5.9 GHz frequency band from licensing requirements in June 2026, which cleared a major regulatory hurdle for C-V2X deployment.
The Road Ahead: Challenges and Opportunities
While the mandate provides a clear direction, the road to implementation is complex. The sheer diversity of Indian traffic—with cars, trucks, two-wheelers, and pedestrians sharing the same space—presents a unique challenge for the technology to interpret data accurately. Other hurdles include the cost of equipping vehicles with the necessary hardware, ensuring robust cybersecurity to prevent hacking, and building out the required digital infrastructure across the country, especially in rural areas. However, the move also presents a massive opportunity. Standardizing on C-V2X aligns India with a growing global trend and could spur domestic manufacturing of connected vehicle components under initiatives like Make in India.
