The Ridership Reality Check
The most significant challenge facing the Chennai Metro is the stark gap between projections and reality. According to information presented in Parliament, the operational Phase I and its extension were projected to carry 15.69 lakh passengers daily by
2026. However, the actual average daily ridership is currently around 3.14 lakh passengers—barely 20% of the target. While Chennai Metro did celebrate a record high of over 1.06 crore passenger journeys in July 2026, the daily average of about 3.42 lakh still falls dramatically short of the original goals. This isn't just a numbers game; it's a direct hit to the system's financial viability and raises questions about the fundamental assumptions made during its planning stages.
The Last-Mile Disconnect
A world-class metro is only as good as one's ability to get to and from the station. This is where Chennai's system stumbles. A major contributor to the low ridership is the lack of seamless last-mile connectivity. Commuters consistently report that the journey to or from the station—whether by walking on poor footpaths, haggling with auto-rickshaws, or waiting for infrequent feeder buses—is a major deterrent. In fact, a significant portion of passengers walk to and from stations, highlighting the absence of integrated transport options like well-timed buses, share autos, or cycle lanes. Chennai Metro Rail Limited (CMRL) has acknowledged the issue and is making efforts to improve the situation, but for many potential riders, the hassle and extra cost of the last mile often make taking a private vehicle a more convenient option.
The Cost and Population Conundrum
Building a metro is an incredibly expensive undertaking. The initial 54-km network in Chennai cost over ₹22,149 crore, and the under-construction Phase II is slated to cost a staggering ₹63,246 crore. Such massive investments are justified by projections of high passenger volumes that generate fare revenue. When ridership is low, the financial model comes under immense pressure. In the 2019-20 financial year, Chennai Metro was notable among Indian metros for having the lowest share of revenue from passenger tickets. This financial reality is also influencing future expansion. The Central Government has twice rejected proposals for metro systems in Coimbatore and Madurai, citing that the Detailed Project Reports (DPRs) did not establish sufficient passenger demand or population density to justify the high costs. The government suggested that Bus Rapid Transit Systems (BRTS) might be a more appropriate solution for these cities, highlighting a critical debate on whether every large city truly needs a metro.
Route Alignment and Urban Sprawl
The success of a metro line is heavily dependent on its alignment with a city's densest residential and commercial corridors. While Chennai is a densely populated city, some critics argue the existing metro lines do not optimally serve major employment hubs or residential clusters. For instance, key industrial and IT corridors were not fully integrated in early phases, leaving a large number of daily commuters unserved. Urban sprawl further complicates this. As cities expand outwards in less dense patterns, it becomes harder for a fixed-rail system like a metro to serve the population effectively. For a metro to succeed, it needs to be part of a larger strategy of transit-oriented development (TOD), where high-density, mixed-use development is encouraged around stations, creating a captive audience of riders.
Lessons for India's Urban Future
Tamil Nadu's experience with its metro projects serves as a crucial case study for the rest of India. The 'build it and they will come' approach is proving to be a risky and expensive bet. The setbacks highlight the need for more realistic ridership projections, a non-negotiable focus on integrated last-mile connectivity from day one, and a hard look at whether a metro is always the right solution for every city. The rejections of the Coimbatore and Madurai proposals suggest a shift in thinking at the national level, prioritising financial sustainability and right-sized solutions over the prestige of a metro. For urban planners across the country, the message is clear: a metro is not just an infrastructure project, but a complex ecosystem that relies on population density, smart land use, and a seamless connection to the rest of the city's transport network to truly succeed.
