A New Strategy for the Shoreline
For years, Karnataka's beautiful coastline has been described as an underutilised asset, often overshadowed by the tourist-heavy beaches of neighbouring Goa and Kerala. Despite its pristine shores and rich biodiversity, a comprehensive strategy to unlock
its full potential has been missing. Now, the state government, under the guidance of Tourism Minister K J George, has initiated a major strategic shift. The plan involves a detailed assessment of every beach where development is allowed under the Coastal Regulation Zone (CRZ) norms. This move is part of a broader vision to position Karnataka among India's leading tourism destinations and transform its coast into a globally competitive hub that balances economic growth with environmental preservation.
What is an Individual Blueprint?
The core of the new policy is the rejection of a 'one-size-fits-all' model. Instead of applying the same development ideas everywhere, the government will create a unique 'Tourism Development Master Plan' for each beach. Officials have been directed to conduct a comprehensive study of each location, evaluating factors like road connectivity, existing infrastructure, environmental sensitivity, investment prospects, and its potential for local employment. For one beach, the blueprint might focus on eco-tourism and wellness, preserving its tranquil atmosphere. For another, it might identify opportunities for water sports, adventure activities, and vibrant hospitality businesses. This tailored approach aims to highlight the unique character and potential of every single beach along the coast.
Aiming for a Global Standard
A key objective of this initiative is to prepare more of Karnataka's beaches for the prestigious Blue Flag certification. This internationally recognised eco-label is awarded to beaches that meet strict standards for water quality, safety, cleanliness, and environmental management. Currently, Karnataka has three Blue Flag beaches: Padubidri, Kasarkod, and Tannirbhavi. By developing individual master plans focused on sustainability and world-class amenities, the government hopes to elevate more of its coastline to this global benchmark. This not only attracts environmentally conscious tourists but also ensures the long-term health and appeal of the state's natural assets. The plans will explicitly focus on promoting sustainable tourism within the CRZ framework without compromising conservation efforts.
The Road Ahead
The directive from the Tourism Minister marks the first concerted effort to scientifically map and plan the development of the state's entire coastline. The process will involve identifying all CRZ-notified beaches where tourism is permitted and then preparing the detailed master plans outlining suitable activities, required infrastructure, and opportunities for private investment. This is part of a larger push under the proposed Coastal-Malnad Karnataka Tourism Policy 2026, which also aims to boost cruise tourism and develop theme-based circuits. Minister K J George has emphasised that while the goal is to drive tourism growth and strengthen the coastal economy, it must be done sustainably, ensuring the master plans are tailored to the ecological carrying capacity of each beach.
