The decision aims to strengthen land rights, modernise governance, boost state infrastructure, and improve the operational efficiency of both the police force and administrative departments.
Infrastructure and Tourism Development
In an important step to encourage cultural and religious tourism, the Cabinet has approved the allotment of land to Tirupati Tirumala Devasthanam. This move is projected to emerge as a major spiritual and cultural centre in the North East.
The cabinet approved allotting 31 Bighas, 1 Katha, and 2 Lechas of land at Amerigog village in Sonapur. The land is for the construction of new Sri Venkateswara Swamy temple.
Approval was also given for raising a ₹115.11 crore NABARD loan for fast-track infrastructure development and road improvement projects in Karbi Anglong, West Karbi Anglong, North Cachar Hills, and Tinsukia districts.

After the cabinet meeting, Baruah briefed the media, saying the loan will help speed up the development in the state's main hill and industrial districts.
Future-Ready Ecology for Assam
To strengthen ecological security across the state, the Cabinet has further approved a ₹292 crore Institute of Wildlife Health & Research (IWHR) at Dinjan, Dibrugarh, to be a hub for wildlife surveillance, research, training and conservation support.
Land Rights and Governance Reforms
The Cabinet has also given a go-ahead to the settlement of 732 proposals for Government Khas and ceiling surplus land in Kamrup (Metro) district under Mission Basundhara 3.0, which will benefit indigenous and landless families for homestead purposes.
In addition, 168 bids under Mission Basundhara 2.0 were authorised for the settlement of government land in the same district once the applicable settlement premium was paid. These measures are expected to provide stable land tenure, encourage housing investment, and improve access to essential civic amenities.

The Cabinet approved the addition of Rules 183A and 186A to the Assam Land and Revenue Regulation, 1886, in order to modernise revenue administration. Digital hearings, electronic filings, and technology-driven service delivery will be made possible by the revisions, which will also provide legal sanctity to electronic proceedings while decreasing pendency and improving transparency.
By aligning Assam with the National Incentive Framework, the State can now take advantage of rewards worth up to ₹150 crore.
Administrative Reforms
The cabinet approved the absorption of eight staff members of Assam Bhawan, Mumbai, as contractual employees and the temporary upgradation of the post of Liaison Officer, Assam Bhawan, New Delhi, to Senior Liaison Officer. Amendments to the Assam Police Manual were also approved to allow both Armed and Unarmed Branch personnel to appear for promotion to Assistant Sub Inspector of Police.
