Delhi Jal Board Sub-Contractor Arrested In Biker Death Case, FIR Filed For Culpable Homicide

Delhi Police have made the first arrest in connection with the death of a 25-year-old biker who fell into an open pit in Janakpuri, with sources confirming that a Delhi Jal Board (DJB) sub-contractor, Rajesh Prajapati, has been taken into custody.

The arrest came after Kamal Dhyani, a resident of Janakpuri, lost his life after his motorcycle plunged into a deep pit dug for repair work being carried out by the Delhi Jal Board. Police have confirmed the identity of the deceased.

Following the incident, an FIR was registered at Janakpuri police station under Section 105 of the Bharatiya Nyaya Sanhita (culpable homicide) against the contractor and concerned DJB officials.

Investigators are probing possible negligence and lapses in safety measures at the

site.

Deputy Commissioner of Police (West Delhi) Sharad Bhaskar said all aspects of the case are under investigation, including whether mandatory safety protocols were followed at the repair site.

He confirmed that the pit was part of an active DJB project and said accountability would be fixed after examining the role of all stakeholders involved.

“The police will investigate whether there was negligence in terms of barricading, warning signage or other safety precautions,” Bhaskar said, adding that action would be taken based on the findings.

Meanwhile, the victim’s family has alleged negligence on the part of the Delhi administration and the Delhi Jal Board.

Naresh Chand, Kamal Dhyani’s father, said the pit had not existed at the spot until a few days before the incident and blamed civic authorities for the lapse.

The deceased’s brother also accused the police of failing to respond promptly, claiming the family approached multiple police stations seeking information before learning about Kamal’s death through a phone call answered by an official.

The family alleged that delays in tracing Kamal’s mobile phone location contributed to the fatal outcome.

The Delhi government has assured strict action against those found responsible as the investigation continues.
