As probe picks up pace in the senior IPS officer Y Puran Kumar’s death case, which sent shock waves across the police fraternity, Haryana Director-General of Police (DGP) Shatrujeet Kapur has been sent on
leave.
The Haryana top cop was one of the eight senior IPS officers named in the suicide note allegedly written by the deceased IPS officer. In the eight-page note, Kumar accused the eight officers, including Kapur and former Rohtak SP Narendra Bijarniya, of harassment, discrimination, and maligning his image. Kumar also alleged instances of caste-based discrimination and professional isolation in his final message.
Following the revelation, Bijarniya was transferred from Rohtak on Saturday.
So far, a total of 13 people, including former DGPs, former Chief Secretaries, SP Rohtak, and the Haryana DGP, have been named by the Haryana police in its probe into the death case.
Shatrujeet Kapur assumed charge as Haryana’s top cop on August 16, 2023. Since then, he has led the force through various law-and-order challenges while implementing key administrative reforms.
An alumnus of NIT Kurukshetra (1983–88 batch), Kapur has held several important positions in Haryana as well as at the national and international levels. He has also served as Director General of the state’s Anti-Corruption Bureau (ACB), where he handled major corruption and high-profile cases. Earlier, during his tenure with the Central Bureau of Investigation (CBI), he managed sensitive probes and contributed to several significant national investigations.
IPS Y Puran Kumar Death Case
A 2001-batch IPS officer posted as Inspector General at the Police Training Centre in Rohtak’s Sunaria, Kumar allegedly shot himself dead at his residence in Chandigarh on October 7. His body was found with a gunshot wound in a room in the basement of his Sector 11 house.
A suicide note was recovered later. In the note, many “senior officers” were named with details of “mental harassment” and humiliation he faced over the last few years, as per sources.
The FIR accessed by CNN-News18 alleges that a false case was registered against the staff of the deceased IPS officer to implicate him on corruption charges, pushing him to suicide.
Kumar was reportedly under stress following a bribery case involving a local head constable accused of demanding Rs 2.5 lakh from a liquor contractor using Kumar’s name. The constable, who was arrested after the contractor’s complaint, is currently in judicial custody.
Kumar’s wife has since demanded action against all the officers named in her husband’s note, alleging their involvement in abetting his suicide.
Meanwhile, Haryana’s Social Justice and Empowerment Minister Krishan Kumar Bedi said on Sunday that the government was committed to ensuring “no injustice is done” to the late officer’s family.
“His family has been assured that the entire Cabinet stands by it. We have already transferred the Rohtak SP at the instance of the family. A detailed probe is underway,” Bedi told reporters after a Cabinet meeting in Chandigarh.
