Canada tightened its scrutiny of study permit applications, introducing stricter financial checks for international students seeking to study in the country. While the minimum amount of money applicants must show has not changed, immigration officers will now take a closer look at where those funds come from and whether students genuinely have the financial capacity to support themselves throughout their studies. The updated instructions apply to study permit applications and are aimed at strengthening the assessment process for international students.
Why Canada Updated Its Study Permit Rules?
The new guidance directs immigration officers to conduct a more detailed assessment of applicants’ finances before approving study permits. Under the revised
rules, officers must examine not only the amount of money applicants have but also the source of those funds. They may also request additional financial and employment documents from applicants or their families to verify that the funds are genuine and sufficient. The move is intended to ensure that students can financially support themselves during their stay in Canada and that study permits are issued only to genuine students.
What Has Changed In Financial Assessment?
The biggest change is that immigration officers are now required to assess the source of funds in every study permit application. Previously, additional financial scrutiny was generally recommended only in “some very high-risk environments.” That qualification has now been removed, meaning all applicants could face closer examination regardless of where they are applying from. The updated guidance also gives officers greater discretion to request additional documents whenever they believe further verification is needed based on the facts of an individual application.
What Financial Documents Can Immigration Officers Ask For?
Applicants may now be asked to submit six months of bank statements, including the month in which- or immediately before- they file their study permit application. Earlier guidance referred to four months of bank statements, making this another notable change in the assessment process.
Canada has also expanded the list of acceptable proof of funds. Pension income and rental income are now specifically mentioned as examples of financial documents applicants can submit. At the same time, an earlier reference to a bank draft convertible into Canadian dollars has been removed from the guidance.
For students applying to extend their study permits, immigration officers have also been instructed to assess whether applicants have sufficient funds to cover the first year after the extension is granted.
Has Canada Increased Minimum Funds Requirement?
No. The updated rules do not change the minimum amount of money that international students must demonstrate. Applicants are still required to show that they have enough funds to cover their tuition fees, living expenses and travel costs. The exact amount depends on factors such as family size, whether the student plans to study in Quebec and the immigration programme under which they are applying.
For a single applicant studying outside Quebec under the standard study permit stream, the required living-expense amount remains C$22,895, in addition to tuition fees and travel expenses.
Can A Study Permit Be Refused Under New Rules?
Yes. Under Canadian immigration rules, a study permit cannot be issued unless an applicant meets all the required eligibility criteria. The updated guidance means officers will now pay closer attention not only to whether applicants have enough money, but also to whether the funds are legitimate, verifiable and sufficient to support them throughout their studies. If officers are not satisfied with the financial evidence provided, they can refuse the application.
Who Will Be Affected By Updated Rules?
The revised guidance applies to all international students applying for Canadian study permits, including those seeking extensions to their existing permits. While the financial threshold itself has not changed, applicants should be prepared for greater scrutiny of their financial records and may need to submit additional documents if requested by immigration officers.
