New Delhi, Aug 27 (PTI) The Delhi government has initiated the process to implement its ambitious health scheme for around 2.7 lakh registered construction workers and their families, to provide them cashless medical treatment, annual health screenings and round-the-clock beneficiary support through a call centre, officials said on Thursday.
Under the scheme approved in June by the Delhi Cabinet, every registered construction worker will be entitled to annual treatment coverage of up to Rs 2 lakh, while the overall family coverage will be up to Rs 10 lakh.
Delhi Building and Other Construction Workers Welfare Board (DBOCWWB) has floated a request for proposal document, to select a suitable state or central government agency having work experience
in health sector, to implement the Delhi Building Workers Health Scheme.
The hired agency will serve as the project implementing agency responsible for the execution, logistics, and management of health check-up drives and primary annual medical diagnostic health screenings for registered building and construction workers across Delhi.
The building and other construction workers are particularly vulnerable to extreme weather and difficult working conditions, which can expose them to a range of health-related risks, said the document giving reason behind the need for the scheme.
The selected agency will organise annual health check-up drives and primary medical diagnostic screening for registered construction workers across Delhi. Under the scheme, the cost of annual check up will be Rs 2,000 in case of male workers and Rs 2,200, said the document.
The annual health screening will be available to the registered worker and spouse. However, outpatient and inpatient treatment under the scheme will be available to all eligible family members.
The healthcare coverage will include diagnostics, medicines and hospitalisation. Beneficiaries will be able to access cashless treatment at hospitals empanelled by the PIA. In the event of a worksite accident or medical emergency, beneficiaries will be provided treatment at the nearest hospital, even if its not empanelled by the agency.
The PIA will also be required to establish a 24×7 toll-free helpline and call centre to provide support to beneficiaries and assist them in accessing healthcare services. Also, mobile health units will be deployed in each district, for transportation of workers from work site to nearest empanelled hospital.
The mobile units will operate around 8-10 hours, covering 80-100 beneficiaries every day. The agency will also mobilise building and other construction workers working at different sites and encourage them to register with the DBOCWWB.
A cloud-based system and central dashboard will also be readied by the agency to provide electronic medical records of the scheme beneficiaries, to the Board, according to the document. PTI VIT VIT NB NB
