Vodafone Idea Gets More Time As DoT Extends AGR Review Deadline To June 30

The Department of Telecommunications (DoT) has extended the deadline for reassessing adjusted gross revenue (AGR) dues of Vodafone Idea by three months to June 30, according to a Moneycontrol report. The move comes as field officials continue to face challenges in completing the exercise.

According to the Moneycontrol report, the extension follows a recent order by the Supreme Court of India allowing the Centre to recalculate the telco’s AGR liabilities for the FY07–FY19 period.

After the court’s directive, the Union Cabinet in January approved the reassessment process and tasked the Department of Telecommunications’s Controller of Communication Accounts (CCAs) — its field units — with reviewing licence fee and spectrum usage charge payments based

on AGR. The initial deadline was February 22, with a committee expected to complete the process by March 31.

However, according to the Moneycontrol report, while the reassessment of licence fees has been completed, recalculation of spectrum usage charges is still ongoing.

Officials told Moneycontrol that CCAs have run into operational hurdles, mainly due to gaps in documentation. In several telecom circles, Vodafone Idea has been unable to provide legacy records needed for verification, which has slowed progress.

The government currently holds about a 49% stake in Vodafone Idea after converting roughly Rs 53,083 crore of dues into equity in February 2023 and April 2025.

Vodafone Idea had earlier, in January 2026, outlined a repayment plan for its AGR dues, proposing to pay up to Rs 124 crore annually over six years.

Separately, a Reuters report in December said the government approved a partial moratorium on Vodafone Idea’s dues, freezing payments of around $9.76 billion and pushing a significant portion of repayments into the 2030s.

In a stock exchange filing, the company said its AGR liabilities — including principal, interest, penalties, and interest on penalties for FY2006-07 to FY2018-19 — outstanding as of December 31, 2025, will be frozen and repaid in phases.
