A typed eight-page suicide note, left behind by IPS officer Y Puran Kumar (2001 batch, Haryana cadre), has raised serious questions within the state’s police and administrative ranks. The document lists the names of 10 senior officers, accusing them of “continued caste-based discrimination, professional humiliation, and administrative persecution” apart from other serious allegations.
In the latest development, Kumar’s wife Amneet P Kumar, IAS (2001 batch, Haryana), has filed a formal complaint with the Station House Officer, Police Station 11, Chandigarh, seeking registration of an FIR under Section 108 of the Bharatiya Nyaya Sanhita, 2023, and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
Her
letter, dated October 8, begins with anguish and resolve. “Justice should not merely be done, but seen to be done even for families like ours, shattered by the cruelty of the powerful. My children deserve answers. My husband’s decades of public service deserve dignity, not silence,” she wrote.
On October 7, Y Puran Kumar, a serving IPS officer of the Haryana cadre, was found dead with a gunshot wound at his residence in Sector 24-A, Chandigarh. The police initially recorded the death as suicide.
His wife, who was returning from an official trip to Japan, says she learned of the tragedy while en route to India. Her complaint claims her husband’s death was “not an impulsive act, but the tragic result of years of humiliation, caste-based bias, and systematic harassment by senior officers”. “This is not an ordinary suicide,” she wrote. “It is a case of systematic persecution of a Scheduled Caste officer—driven to death by powerful and high-ranking officials who used their authority to mentally torture him and destroy his dignity.”
The Typed Note—Not a Farewell
The eight-page typed note, recovered from the officer’s laptop and also found in printed form at his residence, reads more like an internal report than a farewell. Each page contains references to official memo numbers, departmental correspondence, and unanswered complaints.
The late officer documented the chain of events that he said drove him to desperation.
“It is a matter of record that all officers mentioned above… are responsible for compelling, abetting, and forcing me to take this extreme step due to their actions on record,” he wrote.
He described being “humiliated, harassed, and insulted in public view,” adding, “Deliberate and continued attempts to initiate false, vexatious and malicious proceedings… have compelled me to take this extreme step as I cannot bear this any longer.”
The note also accuses certain officers of “fabricating false evidence, leaking confidential material to the media, and weaponizing official processes to humiliate me”.
“Having waited for sufficient time after explaining all matters to the competent authorities and receiving no response, I am left with no other option. I pray to God that this animosity towards me ends with me now.”
Ignored Warnings and Repeated Complaints
The typed note references multiple official communications addressed between 2023 and 2025 to the DGP Haryana, ACS (Home), and Chief Secretary, citing denial of dues and procedural obstruction.
One section of the note reads: “Absolutely no action has been taken on any of my complaints despite being referred to higher authorities. This speaks volumes of the prejudice… My arrears have not been given despite multiple representations. This is proof of caste-based prejudice and vindictive attitude.”
In another paragraph, the officer expressed despair over “repeated false allegations”, calling it “administrative persecution under the garb of procedure”. “Even official inquiries were conducted one-sidedly without recording my statement or evidence. This clearly depicts the prejudice of officers in charge.”
“False FIR Before Death”
Kumar’s wife’s complaint also refers to an FIR (No. 0319/2025) registered at Police Station Urban Estate, Rohtak, on October 6, 2025, one day before her husband’s death. She calls it “maliciously fabricated” and part of a wider conspiracy “being hatched by certain powerful officers”.
Senior Officers Named in the Note
The note names 10 senior officers of the Haryana cadre, detailing their alleged involvement in acts of harassment or neglect.
One officer is currently serving in the Central Reserve Police Force (CRPF) in a senior capacity on central deputation. The note alleges that he continued to “use his influence to manipulate records and proceedings”. A complaint of disproportionate assets has also been mentioned in the note about this CRPF senior-level officer.
Another officer presently serving as Inspector General (IG) in Haryana is accused of “deliberate acts of humiliation and obstruction of service benefits”.
A former Director General of Police (DGP), who later went on to head the Railway Protection Force (RPF), is also named, with allegations that he “initiated or allowed actions amounting to targeted mental harassment”.
A serving DGP is cited for “failing to act on multiple written complaints, thus permitting sustained victimisation to continue”.
The remaining senior IG officers serving in Haryana government, all of senior IPS rank, are accused of “collectively conspiring, fabricating false complaints, and denying legitimate service entitlements to cause deliberate mental torture”.
“It is a matter of record that all officers mentioned above are responsible for humiliating, harassing and insulting me in public view… by continued discrimination, deliberate inaction and the fabrication of false and vexatious complaints”.
Apart from this, two IAS officers have been named in the suicide. “He had foreseen this and feared it would not stop until it destroyed him.”
She asserts that the registration of the Rohtak FIR was “the final blow that pushed him into unbearable anguish”.
Family’s Plea for Justice
In her closing paragraphs, Kumar’s wife appeals for accountability and dignity for her late husband’s service:
She submitted the original typed note, a copy retrieved from his laptop, and the device itself to the Chandigarh Police. Copies of her complaint were also sent to the Chief Secretary, Home Secretary, DGP Chandigarh, and SSP Chandigarh. “This cruelty of the powerful must be accounted for,” she wrote. “He served the law faithfully all his life—now the law must serve him.”
No Official Response Yet
As of Thursday, the Haryana Police and the State Home Department had not issued any official statement regarding the allegations or the family’s complaint. Earlier, a press note was circulated briefing about the incident.
