The death toll in the Satya Niketan building collapse rose to six on Monday after another body was recovered from the rubble, while 11 people have so far been rescued. The five-storey structure, being used as a boys’ paying guest accommodation near Delhi University’s South Campus, collapsed at around 1.30 pm on Sunday as repair work was reportedly underway in its basement.
Preliminary findings and statements from civic officials point to a building that appears to have undergone significant changes from its sanctioned configuration, while being used to house a large number of students.

The building, known locally as ‘Hostel Daze’,
had a basement and five floors above ground. A senior MCD official said the area was permitted only for a ground-plus-one structure, meaning the collapsed building had substantially more floors than the sanctioned configuration.
“The structure was in violation of building norms,” the official said, according to reports.
This gap between the sanctioned building and the structure that eventually stood on the plot is central to the Satya Niketan tragedy.
From Ground-Plus-One To A Five-Storey PG
The building stood on a plot of around 55 square yards in a resettlement colony, according to the MCD. Despite the area’s permission being limited to ground-plus-one construction, the building had a basement and four floors above the ground floor, according to the civic body.
The structure was also being used as a PG, with students occupying multiple rooms.
Local accounts indicated that around 15 rooms were being used, with two to three students in each room. Students were reportedly paying around Rs 12,000 per bed. The accommodation catered largely to students from colleges in and around Delhi University’s South Campus.
This meant the building was not functioning like a conventional low-density residence. It had effectively become a multi-storey student accommodation facility, with dozens of people potentially living inside.
During the initial rescue operation, local residents estimated that around 30-40 people could have been inside. Authorities, however, said the exact number of people trapped or injured was not immediately known.
An Unauthorised PG
A preliminary probe has found that the PG was unauthorised and may have been under construction or undergoing alterations.
In effect, the property appears to have undergone two transformations: its physical structure had expanded well beyond the permitted configuration, and its use had shifted to densely occupied PG accommodation.
The additional floors add structural weight. A larger number of occupants adds live loads from people, furniture and other activity. A PG also requires adequate circulation, electrical infrastructure, sanitation and emergency exits for a substantially larger population than a conventional family residence.
Basement Repair Work
The basement was another major red flag. Delhi Police said repair work was underway there when the building collapsed. A senior police officer confirmed that the structure comprised a basement and five upper floors and was being used as PG accommodation. “Repair work was underway in the basement when the incident occurred,” the officer said.
Residents also told News18 that the basement had been affected by waterlogging and that construction or repair work was taking place.
The MCD, however, was more cautious about drawing a direct link between the work and the collapse. MCD Deputy Commissioner Rakesh Kumar said officials could not establish whether repair work was actually underway until the debris was cleared. “The debris had not yet been cleared and there was no way to ascertain whether any such work was taking place,” Kumar said.
That distinction is important. Basement work and water accumulation are established parts of the circumstances surrounding the collapse, but neither has yet been officially declared the cause.
Waterlogging Added To The Building’s Problems
Residents said the basement had accumulated water after days of rain, with local accounts suggesting that waterlogging had been a recurring problem.
One eyewitness told News18 that the building’s basement was waterlogged and that work was being carried out there before the collapse. The resident suggested that the combination of basement work and flooding could have contributed to the disaster.
Other local residents also complained of persistent waterlogging and alleged that construction activity in the area had continued unchecked.
The MCD has not established that waterlogging caused the collapse. What is clear is that the building was undergoing work in its basement at a time when the structure was already facing scrutiny over its construction and use.
No Adequate Emergency Exit
The concerns extended beyond construction violations. Authorities are also examining the reported absence of an adequate emergency exit from the building. The Indian Express reported that unauthorised additional floors, basement and ground-floor repair work without official permission, and the lack of a proper emergency exit were among the lapses under investigation.
For a PG housing a large number of students, an emergency exit is a basic safety requirement. The absence of one becomes especially consequential when the building has multiple floors and a high occupancy level.
Adjoining Building Found Unsafe
The MCD’s response after the collapse provided another indication of the safety concerns in the locality. The civic body evacuated and sealed the building adjoining the collapsed structure after finding it in a dilapidated condition. Its tenants, including residents of a girls’ PG, were shifted to a nearby community hall.
“The structure next to the collapsed building appears to be in a dilapidated condition. It has been sealed and will be demolished. All the tenants in the next building have been shifted to the nearest community hall,” MCD Deputy Commissioner Rakesh Kumar said.
The MCD also said further sealing action would follow in the area. “Sealing operations were already going on in this area and now further strict action will be taken,” Kumar said.
The civic body’s move has brought wider attention to the condition of buildings being used as PGs in Satya Niketan, an area where student accommodation is in high demand.
A Warning For Delhi’s PG Hubs
The Satya Niketan tragedy has exposed a larger vulnerability in Delhi’s student accommodation market. Areas around major colleges have seen intense demand for PG rooms, creating incentives to divide properties into more rooms, add floors and maximise the number of paying occupants.
The problem arises when the physical expansion and commercial use of a building outpace its approvals and safety infrastructure. In Satya Niketan, the building was reportedly much larger than the sanctioned ground-plus-one structure, was being used as a densely occupied PG, had repair work underway in the basement and had been flagged for other safety concerns.
The final technical investigation will establish exactly what caused the structure to fail.
But the facts already emerging point to a critical mismatch: the building that collapsed was not simply an old residential structure. It was a substantially expanded, densely occupied PG operating in a configuration that the MCD says violated building norms.
This mismatch between what was sanctioned, what was built and how the building was ultimately used is likely to remain at the heart of the Satya Niketan tragedy.
