In a late-night administrative overhaul on Sunday, the Uttar Pradesh government transferred 40 IAS officers, triggering a significant shake-up across districts and departments. Among the most talked-about moves is the elevation of Durga Shakti Nagpal, who has been appointed Commissioner of the Devipatan division. The reshuffle also saw district magistrates of 15 districts replaced, along with changes at the level of Chief Development Officers and senior secretariat roles.
Nagpal’s appointment stands out not just because of the scale of the reshuffle, but also because of her track record and the political history attached to her name.
Who Is Durga Shakti Nagpal?
A 2010-batch IAS officer, Durga Shakti Nagpal first shot to national attention in 2013 during her tenure in Noida.
At the time, she took on illegal sand mining operations, an issue deeply entrenched in local power structures. Her crackdown led to her suspension under the then Samajwadi Party government, sparking a political storm and protests from the IAS Association.
The controversy deepened when she ordered the demolition of a wall linked to a mosque under construction, which also became a flashpoint. Her suspension was later revoked in September 2013, and she returned to administrative duties soon after.
Nagpal’s career, however, didn’t begin there.
A native of Agra, she studied engineering at Indira Gandhi Delhi Technical University for Women. She cleared the UPSC exam with an All India Rank of 20 on her second attempt, having earlier qualified for the IRS.
She was initially allotted the Punjab cadre and began her career in Mohali, where she acted against land-related irregularities. After her marriage to Abhishek Singh, also an IAS officer (who has since resigned and moved into acting), she shifted to the Uttar Pradesh cadre.
Over the years, Nagpal has built a reputation as a firm officer willing to take on politically sensitive issues, something that continues to define her public image.
What The Larger UP IAS Reshuffle Looks Like
The reshuffle itself is one of the more extensive administrative exercises in recent months. Apart from Nagpal’s new role, district magistrates across key districts, including Agra, Saharanpur, Bulandshahr, and Raebareli, have been replaced.
Manish Bansal has been posted as Agra DM, while officers like Indrajit Singh (Sultanpur), Annapurna Garg (Shravasti), and Kumar Harsh (Bulandshahr) are among the new appointees across districts. Changes were also made at the Chief Development Officer level in at least five districts.
At the state level, there have been shifts in crucial departments. Ashutosh Niranjan has been appointed Transport Commissioner, Kinjal Singh moves in as Secretary of Secondary Education, and new leadership has been assigned in the power distribution sector.
Officials say the reshuffle is aimed at improving administrative efficiency and accelerating development work. Given the scale — 40 IAS officers moved in one go — it signals a broader reset in governance priorities.
For now, though, the spotlight remains firmly on Durga Shakti Nagpal, an officer whose career has often intersected with controversy, and who has now been handed a significant administrative responsibility.
