In a 200-page prosecution complaint, the Enforcement Directorate claimed to have busted an elaborate “scam” by Javed Ahmed Siddiqui’s Al Falah medical college, which was in the news for its alleged links to the “white collar terror module” involved in the Red Fort blast in New Delhi.
From fake hirings to fake patients, the ED alleged that the Al Falah medical college was functioning without proper faculty and staff, as well as in violation of norms to hoodwink the National Medical Commission (NMC) in a conspiracy by its chairperson Siddiqui.
The ED has filed the prosecution complaint under Prevention of Money Laundering Act, 2002, against Siddiqui and others at the Al Falah Group and alleged laundering of almost Rs 500 crore. The court is likely
to decide on cognizance on January 31.
‘STAFF SOLELY ENGAGED FOR BIOMETRIC SYSTEM’
In its complaint, the ED alleged that doctors were hired on paper to show compliance but they did not fulfil any role at the medical college.
“Medical staff were solely engaged to record attendance through the AEBA biometric system to satisfy the NMC mandate. No class or medical duty by these punch doctors. Merely shown as regular employees for NMC records,” said vice-chancellor and principal Dr Bhupinder Kaur Anand in her statement to the ED, which is part of the complaint.
“The faculty was shown working on paper but did not actually attend. This was part of an ‘irregular arrangement’ at Al Falah to show compliance with rules,” she alleged.
The ED has quoted Dr Kaur to allege that before an inspection by the NMC on June 12, 2025, the medical college hurriedly filled up several posts. It alleged that the manner of recruitment included walk-in interviews followed by Siddiqui’s approval and no recruitment agency was engaged for this.
Based on the principal’s statement, it alleged that all the doctors arrested in the Red Fort blast case – Dr Muzammil, Dr Shaheen and others – were hired in a similar manner after a nod from Siddiqui.
‘PATIENTS ON PAPER’
In a statement dated December 24, 2025, IT department head Fardeen Beg claimed that fake patients were brought in to show full occupancy at the medical college and hospital.
“Before a visit by the NMC, Fardeen Beg arranged fake patients with help from the PRO (public relations). Fake patients were coordinated through Asha workers to show full occupancy. Conspiracy was with consent of chairman Javed Ahmed Siddiqui,” the ED alleged.
‘ONE-MAN SHOW’
The ED alleged that Siddiqui was the “mastermind” behind the functioning of the medical college and university.
It stated that he was the only decision maker at Al Falah. All other board members only existed on paper and minutes of meetings were generated without any meetings on crucial issues.
The ED alleged that Karkun Construction and Developers and Aamla Enterprises were created by Siddiqui, incorporating his family members.
“All construction contracts at the new medical college and hostel were given to this company,” it stated.
