Delhi Police Denies Permission For Monday's Parliament March As Monsoon Session Begins, Security Heightened

Delhi Police has said no permission has been sought or granted for a proposed march to Parliament on July 20, warning that any unauthorised gathering or procession will attract legal action under the Bharatiya Nagarik Suraksha Sanhita (BNSS).

The clarification comes ahead of the Monsoon Session of Parliament, which is set to begin on Monday. Police said prohibitory orders under Section 163 of the BNSS are already in force across the entire New Delhi district and extensive security arrangements have been made for the Parliament session.

What Delhi Police said?

Addressing reports of a proposed march to Parliament on July 20, DCP New Delhi Sachin Sharma said Delhi Police had neither received any application seeking permission nor granted approval for such a march.

“In view

of reports of proposed march to Parliament on 20th July, it is categorically clarified that no such application for permission has been received or given to Delhi Police or no such permission has been granted,” Sharma said. He said prohibitory orders under Section 163 BNSS remain in force throughout the New Delhi district.

According to the advisory, assemblies of five or more persons, protest marches and demonstrations are not permitted in the New Delhi district while the prohibitory orders remain in effect.

Police said the only exception is the designated protest site at Jantar Mantar, where demonstrations can be held only after obtaining prior permission.

“Prohibitory orders under section 163 BNSS are in force in whole of the New Delhi district area so according to that assembly of 5 or more persons, protest marches or demonstrations are not allowed except for the designated protest site Jantar Mantar that too only after permission,” Sharma said.

Security stepped up

Delhi Police said elaborate security arrangements would be in place from Monday as the Monsoon Session of Parliament begins.

According to the advisory, the measures are aimed at ensuring public safety, the security of protectees and the protection of vital government installations.

“From tomorrow onwards, Parliament session is also commencing so elaborate security arrangements would be in place for public safety and security of protectees as well as for protection of vital government installations,” Sharma said.

Police also warned that anyone violating the prohibitory orders under Section 163 BNSS would face legal action.

Public urged to avoid unauthorised gatherings

Delhi Police appealed to citizens to comply with the restrictions and avoid participating in any unauthorised gathering or march.

“Any person violating the applicable 163 BNSS orders will be liable for legal action. Therefore, Delhi Police appeals to all the citizens that they respect law and refrain from participating in any unauthorized gatherings or marches and cooperate in maintaining public peace safety and security,” Sharma said.

In its public advisory, Delhi Police reiterated that no permission had been sought or granted for the proposed Parliament march on July 20 and urged people to respect the prohibitory orders, avoid unauthorised processions and cooperate in maintaining public peace, safety and security.
